This data base generally contains 'newer' wells and <br />these other'sh~llow wells were probably drilled before logs were required to be filed <br />with the MGS. The Misstsstp~t'River, located approximately ½ mile south of the area, <br />is used for the water supply for St. Paul and Minneapolis approximately lO-lZ miles <br />downstream. (T. o.90, 98, aft.) <br /> <br />Availability of Sewer or Receiving Stream <br /> <br />when the Board reviewed this area in December 1982, it was anticipated that:. <br /> <br /> sewer service would be available to at least part of the area by this summer. <br /> Sewer lines from the Anoka Treatment Plant were extended to'the Ramsay city <br /> boundaries last summer (lgB2). Last"fall the MWCC advised that interceptors <br /> wereunder construction and were expected to be available by Hay 19B3. City <br /> plans indicated that sanitary sewer service to the area bounded by Industrial <br /> Avenue and the Gateway Industrial Airport on the north and by Ramse~ Blvd. <br /> · .on the west would be provided by 19B3 or 19B4. (Exhibits XX, <br /> <br /> Extension of sewer in the area has.been a major issue in the community. <br />m Residents and businesses in the area are concerned about the cost of sewer <br /> extension. (T. p. 71, gl, eve.) Following the hearing, the Ramsay City <br /> Council passed a resolution stating that the City has received no petitions <br /> 'for 'sanitary sewer service in the area shown for 1983 service by the City's <br /> Comprehensive Plan and that the "City has no current plans to serve' that <br /> area with municipal utilities. Based on that, the Council requested that <br /> the proposed area.be deleted. (Exhibit KKK ) It is not clear from this <br /> · 'whether sewer will not be extended into the area at all or, if sewer will <br /> eventually go in, when tr..will go in. <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br />m <br /> <br /> The. WMB criteria for sewer service provides that areas must have city sewer <br /> service available or access to a receiving.stream within 1 mile. (Exhibit <br />'0, p. 12). Approximately 2/3 of the proposed_area is within one mile of <br /> the Hississippi River which could be used as a receiving stream for treated <br /> effluent (see attached map). One resident of Ramsey krote in. post-hearing <br /> comments that such treatment and discharge could take place but that "the <br /> discharge should be critically watched by proper regulatory agencies,and ~ <br /> continuous monitoring of effluent should be required.' (Public Ex. 2, Exhibit <br /> LLL). :. <br /> <br /> Conversations with processing industries have indicated that companies may <br /> 'be willing to extend sewer to t~eir properties if they felt a need for it <br /> and if it was economically feasible. (Exhibit VV-) The same resident quoted <br /> above wrote that "If an interceptor is.constructed for the sole initial purpose <br /> of a treatment center, the cost should' be borne by the interested industry <br /> and available government grants unless accepted by the residents of Ramsey." <br /> (Public Ex. 2.) · <br /> <br /> Proximity to Natural Areas, Parks, Historic Sites ' <br /> <br /> The Minnesota Historical Soctety notes that there are no sites in the area <br /> that are on the National Register, but that a site which may be eligible <br /> for inclusion on the National RegtSte~ has been inventoried in city or county <br /> surveys.
