STREET IMPROVEMENT STANDARDS The full width of the right-of-way of each street and alley shall be graded. All streets shall be paved with concrete or bituminous surfacing. Ail private driveways providing access to public right-of-way shall approach to grade level. Street signs are required. No building permit shall be issued for any lot in the subdivision until the improvements required by the performance contract have been completed and accepted by the City. SANITARY SEWER AND WATER DISTRIBUTION IMPROVEMENTS Sanitary sewers and water facilities shall be installed. Where City sewer and water facilities are not available for extension into proposed subdivision, the Council may permit the use of individual water and sewer systems in accordance with all appropriate State and local regulations. 170.039R STORM SEWERS In an area not having municipal storm sewer trunk, the applicant shall be responsible, before platting, to provide for a storm water disposal plan. In areas where an outlet for storm water does not exist and the developer is unable to negotiate a drainage way with adjacent land owners, he may petition the City to construct a drainage outlet. 170.039S ELECTION BY CITY TO INSTALL IMPROVEMENTS The City reserves the right to elect to install all or any part of the improvements required under the provisions of this title pursuant to Minnesota Statutes, Chapter 429, as amended. 170.039T SUBSURFACE CONDITIONS The subdivider shall do tests to determine the nature and extent of subsurface soil, rock and water. 170.039U SIDEWALKS AND PEDESTRIAN WAYS All sidewalks and pedestrian ways required by.the City shall be constructed of a four inch (4") concrete placed on a four inch (4") gravel based.
