P & R Commission <br />May 18, 1978 <br />Page 2 <br /> <br />Wilbur Chapman appeared at the meeting to register complaint he had <br />received about the use or abuse of the Titterud Park property by motor- <br />bikes and motorcycles. Mr. Chapman does most of the park mowing under <br />the direction of Mr. Mevissen and pointed out a number of repairs and <br />work that needs to be done at the park sites. Mr. Chapman is avail- <br />able to do these jobs. The Commission would like to see these main- <br />tenance type things done on a continuing basis as they need to be done <br />but did not feel the authority lay with the Park Commission to authorize <br />or hire Mr. Chapman. <br /> <br />Motion by John Lichter, second by Bob Walz that the Park Commission re- <br />quest and discuss a detail park maintenance schedule with Mr. Mevissen <br />at our regular June meeting. <br /> <br />Chairman Jensen asked to have noted in our minutes his appreciation to <br />the Planning and Zoning Committee for giving the Park and Recreation <br />Commission the opportunity to review and give input to the Traprock <br />Park proposal. <br /> <br />After a reviewal of the procedures of a developer in dealing with the <br />City John Lichter made a motion, second by Bob Walz that we request the <br />Council to have a copy of developer sketch plans forwarded to the Park <br />Commission Chairman prior to the first Planning and Zoning Meeting <br />with the developer and have this procedure included in the Park Planning <br />procedures. Motion carried. <br /> <br />Bob Walz too the recently provided copy of the subdivision ordinance to <br />review and familiarize himself with its terms. <br /> <br />Mark Hadley Coordinator of the Community School program appeared to <br />describe how his program works. He explained winter and summer programs, <br />the joint powers agreement with the school district and City for pro- <br />viding his pan and expenses. Since the Community School program used <br />more than 78% of the Park and Recreation Budget for 1977 this was an <br />interesting subject for the Commission. <br /> <br />Mark's discussion of problems with scheduling for activities indicate <br />a need for an improved baseball complex at the Elementary School and <br />demand enough for consideration of one or two baseball fields elsewhere <br />in the City. He indicated a request by some 150 for some sort of soccer <br />training and play. <br /> <br />The Commissions position on the need for the improvements at the school <br />baseball fields was strongly supported. <br /> <br />It was agreed the Commission and Mr. Hadley could be a held and compli- <br />ment to each other through open communication and interaction. <br /> <br />Chairman Jensen had a call regarding toilet facilities at the baseball <br />fields at the school The Commission has no knowledge of how this has <br />been handled and will get this problem clarified as soon as possible. <br /> <br /> <br />
