P & R Commission
May 18, 1978
Page 3

Del Skeim, the developer of Traprock area, appeared. After much dis-
cussion the Park and Recreation Commission is recommending the follow-
ing to the City Council on motion by John Lichter and second by Doris
Irvine that Mr. Skeim be granted a variance to donation of 4.3 acres as
park plus moving of 50 Scotch and Norway Pines five feet inside the north
and south boundary lines at 20 foot intervals and grade a level spot
about 100 x 50 feet on the northwest corner of the property, and grade
a 75 x 30 foot space on the east boundary suitable for parking 10 to 12
vehicles.

A communication from the City advised of interest on the part of the
local Lions Club to assist in a park project donating some materials
and some volunteer work. The Commission is most happy and grateful to
the Lions for their interest in the Community Park and Recreation De-
partments. John Lichter will contact Mr. Dahl to further discuss the
Lions interest and thank him.

Doris Irvine visited Duluth and was somewhat, impressed by park areas.
Satellites are available at all park sites she visited. She gave a
description of a "tot lot" which was made up primarily of railroad ties,
painted 5 - 6 foot sewer pipe sections, truck tires and a very simple
old dead tree. At another site there was a replica in shape of a ship -
outlined with the railroad ties about 4 - 5 feet high, a post up for a
mast and a little bridge built up over railroad ties in center. The
entire area was sand. Mrs. Laura Rothenberg contacted the Park Depart-
ment regarding a project for her 4-H group. Kevin Wolter will thank
Mrs. Rothenberg for her interest and discuss the possible projects
available.

Chai.rman Jensen recommended we appoint a sub-committee of two or three
from within the Commission to start accumulating information, ideas, a
schedule and plan for working on the Capitol Improvements plan. The
Commission agreed this would be a good way to get that work moving and
the three volunteers were appointed. Dennis Donovan, Bob Walz and Kevin
Wolter.

Bob Walz made a motion to have Dennis Donovan serve as acting Chairman
in view of Chairman Jensens' pending resignation. Second by John
Lichter. Motion passed and Dennis Donovan accepted.

Bob Walz moved to change the Park and Recreation Commission regular
meeting to June 22, 1978, second by John Lichter. Motion carried.
This was necessary due to lack of availability of a quorum for June 15,
1978.

Doris Irvine is to be on medical leave in June and July and John
Lichter will take minutes for those meetings.

Doris Irvine made a motion to adjourn, second by Kevin Wolter. Meet-
ing adjourned at 11:05 P.M.

Respectfully submitted,

Doris Irvine
