The request is to change the land use
designation from Rural Developing to Low Density Residential on the property generally located
on Sunfish Lake Boulevard at 153rd Lane NW. She stated the amendment to the Comprehensive
Plan, along with a subdivision request, would allow the applicant to develop the property with
single-family homes at urban density.

Associate Planner Geisler indicated Oakwood Land Development is proposing to redevelop six
existing rural single-family lots into 26 urban single-family lots as a part Of the Alpine Woods
subdivision. The 2001 Comprehensive Plan designates the subject property as Rural
Developing. She indicated the property located to the west, north and south are currently
designated as Rural Developing, while the property to the east is designated as Low and
Medium-Density Residential.

Associate Planner Geisler stated the subject property is surrounded by a variety of lot sizes,
varying fi'om a 5-acre lot to the north, to less than 1-acre lots to the south, to townhomes to the
east. She indicated at sketch plan review the Planning Commission expressed some concerns
about expanding sewer and water in piecemeal fashion to the proposed development, and asked
for a more comprehensive approach to providing services to new properties. She advised at their
recent Strategic Planning session, the City Council agreed to study options for providing services
beyond the current urban service area. The City Council and the Planning Commission met in
joint session on March 16th and discussed the need to undertake a comprehensive plan
amendment and environmental review that will study different service options. She indicated
because of the range of lot sizes surrounding the subject property, the development of the Alpine
Acres townhomes across Sunfish Lake Boulevard, and the imminence of comprehensive
planning outside the current urban service area, Staff is supporting the applicant's request for
Comprehensive Plan Amendment.

Public Hearing

Craig Peterson, Oakwood Land Development, indicated there are six parcels, with five owners.
He has purchased two outright and has three under contract. He stated most of the neighbors are
here, and can answer questions or give their comments.

Carl Anderson, 6331 153.'d Lane NW stated he owns the land adjacent to the neighbors, and for
30 years has had no problems. He indicated one day he was going to build a garage, and
received a phone call about selling his property. He stated it has been two years, and he has a

Planning Commission/April 1, 2004
