CASE #: ~ REQUEST FOR FINAL PLAT AND FINAL SITE PLAN REVIEW OF RAMSEY TOWN CENTER 2m~ ADDITION CASE OF RAMSEY TOWN CENTER LLC AND D.R. HORTON HOMES By: Patrick Trudgeon, AICP, Assistant Community Development Director Background: Ramsey Town Center LLC and D.R. Horton Homes have submitted a final plat and final site plan that proposes to subdivide a total of 22.4 acres contained within the Ramsey Town Center Addition plat. Approximately 13.5 acres on this plat will be subdivided as outl0ts. The remaining 8.9 acres will platted as residential lots' and street right-of-ways. The subject property is north of the platted right-of-way of East Ramsey Parkway and west of Ramsey Blvd. The preliminary plat shows a total of 103 total housing units (77 row house townhomes and 26 back to back condominium units). Observations: The City Council adopted the preliminary plat for Ramsey Town Center 2nd Addition on February 24, 2004 contingent on compliance with items raised in the City Staff Review Letter. The applicant has submitted a final plat and site plan that address the issues raised in the Review Letter. The plat shows 77 townhomes in 16 separate buildings. (7 four-unit buildings, 5 five-unit buildings, and 4 six-unit buildings). The 22 condominiums are located in three buildings (2 eight-unit buildings and 1 ten-unit ).The property is currently zoned Town Center 4b Neighborhood District (TC-4b). The TC-4b District allows for residential uses at a net density of up to 15 units per acre. The plat shows a net density of 11.5 units per net acre. The TC-4b District allows for townhomes and condominiums. The City of Ramsey adopted amendments to the required setbacks in the Town Center Zoning District on April 13, 2004 and the submitted final plat conforms to all of the required setbacks.
