HORTON HOMES <br />By: Patrick Trudgeon, AICP, <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramsey Town Center LLC and D.R. Horton Homes have submitted a final plat and final site plan <br />that proposes to subdivide a total of 22.4 acres contained within the Ramsey Town Center <br />Addition plat. Approximately 13.5 acres on this plat will be subdivided as outl0ts. The <br />remaining 8.9 acres will platted as residential lots' and street right-of-ways. The subject property <br />is north of the platted right-of-way of East Ramsey Parkway and west of Ramsey Blvd. The <br />preliminary plat shows a total of 103 total housing units (77 row house townhomes and 26 back <br />to back condominium units). <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Final Plat and Site Plan Submittal dated March 25, 2004 <br />City Council Meeting Minutes dated February 24, 2004 <br />City Staff Review Letter dated April 23, 2004 <br />City Staff Engineering Review Letter dated April 20, 2004 <br />Proposed Development Agreement <br />Proposed resolution to approving final plat and site plan <br /> <br />Notification: <br /> <br />At the preliminary plat stage, property owners within 700 feet were notified of the development <br />and a public hearing was held by the Planning Commission. <br /> <br />Observations: <br /> <br />The City Council adopted the preliminary plat for Ramsey Town Center 2nd Addition on <br />February 24, 2004 contingent on compliance with items raised in the City Staff Review Letter. <br />The applicant has submitted a final plat and site plan that address the issues raised in the Review <br />Letter. <br /> <br />The plat shows 77 townhomes in 16 separate buildings. (7 four-unit buildings, 5 five-unit <br />buildings, and 4 six-unit buildings). The 22 condominiums are located in three buildings (2 <br />eight-unit buildings and 1 ten-unit ).The property is currently zoned Town Center 4b <br />Neighborhood District (TC-4b). The TC-4b District allows for residential uses at a net density of <br />up to 15 units per acre. The plat shows a net density of 11.5 units per net acre. The TC-4b <br />District allows for townhomes and condominiums. <br /> <br />The City of Ramsey adopted amendments to the required setbacks in the Town Center Zoning <br />District on April 13, 2004 and the submitted final plat conforms to all of the required setbacks. <br /> <br /> <br />
