The Developer has provided information to the City regarding the rain garden located on the <br />western side of the development, including pictures of typical planting material proposed to be <br />used in the rain garden. Staff will bring color pictures of the typical plantings to be used in the <br />rain garden for the City Council to review and approve. <br /> <br />Under the Master Development Agreement between the City and the Ramsey Town Center LLC, <br />the two parties have been working towards the implementation of a park plan within the Town <br />Center that would include giving the Ramsey Town Center LLC a credit for park improvements. <br />At this point, an agreement with the parks have not been reached. Therefore, until the park <br />matters are agreed upon, the City will require payment of the required park dedication and trail <br />fees and place them in an escrow. The escrow will be released once an agreement between the <br />City and the Developer on park dedication is reached. The escrOw for the park dedication fees is <br />$226,000.00 (103 units x $2200 per unit).' The escrow for the trail development fees is <br />$56,650.00. These fees must be supplied to the City prior to release of the final plat mylars for <br />recording. <br /> <br />The Developer has submitted a revised lan'dscaping plan that conforms to City requirements. <br />Detailed comments regarding the grading, drainage, street, and utility plans are contained in the <br />City Staff Engineering Review Letter dated April 20, 2004/ These items must be corrected as <br />part of the final plat approval. It should be noted that an access easement along the eastern side <br />of the plat (parallel to Ramsey Blvd.) is required to be provided to the City. <br /> <br />The Developer is in the process of supplying the City with an address location sign (specifying <br />the units addresses) to be placed at the entrance of all private streets. The required signage will <br />assist emergency services in locating a specific unit when called to the site. The address signage <br />is subject to the review and approval of the City Engineer and Police Chief. It should be noted <br />that signs identifying the development will require a separate sign permit. <br /> <br />The Developer will be required to pay $38,625.00 in Stormwater Trunk Fees and $198,069.00 in <br />Sewer and Water Trunk Fees. <br /> <br />As part of the final plat approval, the City and the Developer will enter into a development <br />agreement. The agreement will require, among other things, a letter of credit in the amount of <br />125% of the public improvements (public streets, Stormwater improvements, and utilities) and <br />another letter of credit in the amount of 150% of the costs of private improvements (private roads <br />including curb and gutter as well as landscaping). Per the Developer's request, the Development <br />Agreement will contain language that will allow footings and foundations to be constructed on <br />selected buildings prior to the recording of the plat. · <br /> <br />Recommendation: <br /> <br />Staff recommends that the final plat and final site plan of Ramsey Town Center 2nd Addition be <br />approved subject to compliance with City Staff Review Letter dated April 23, 2004, City Staff <br />Engineering Review Letter dated April 20, 2004 and the Developer entering into a Development <br />Agreement with the City. <br /> <br />City Council Action: <br /> <br />Motion to adopt Resolution #04-04-__ approving the final plat and final site plan of Ramsey <br />Town Center 2nd Addition subject to compliance with City Staff Review Letter dated April 23, <br /> <br /> <br />
