However, reshingling will be
required every 15 - 25 years. For the two shelters the commitment is .008 FTE's

The irrigation system requires more of an investment. The annual operating cost for an
irrigation system as proposed is approximately $1,530 per acre. This includes water,
electricity, repairs and maintenance such as winterization. This project should be
considered to cost about $1,500 to $2,000 per year to operate.

The other elements of this project are fairly insignificant, but altogether may represent
an hour or two of annual maintenance needs, specific to the named improvements.

Observation Pier

This $9,000 project is a recommended 2004 parks CI~ project at the southeast edge of wetland
114P, and is proposed to be funded from the Park Trust Fund. The observation pier would
provide a location to step off the trail and watch waterfowl and other wetland fauna. The site
will be within the sight of the proposed shelter, path users and nearby homes. The design would
be a section 8-foot wide, perpendicular with the shore, then 'T-lng' with enough space for
benches. This deck area maybe approximately 16' foot by 12' foot.

Staff is asking for approval to obtain quotes and proceed with a late 2004 installation. An
alternative would be to prepare plans and obtain quotes and bring the design and quotes for
Finance Committee or Council approval.

The Park and Recreation Commission will be consulted either way before proceeding with the
project.

Annual/zed Operational expenses: Boardwalks can require periodic repairs in vandal
prone areas. However this site is not projected to be particularly problematic. The
