Motion by Member Kurak, seconded by Member Strommen, to recommend the City Council
continue with the CDBG process and commence with demolition, blight 'removal and site
preparation for both the Chies and Morrell properties.

Motion carried. Voting Yes: Chairperson Riley, Members Kurak, Strommen, Gromberg,
LeTourneau, and Steffen. Voting No: None. Absent: Member Kiefer.

Chairperson Riley questioned if them should be a grander plan considered with the two adjoining
properties and the discussion of a third property.

Member Gromberg stated the properties should not be sold until it is known what will happen
with Superior Striping and the Hanson property.

Ms. Wald indicated staff is receiving a lot of requests for smaller properties.

Mr. Sullivan explained regarding the Chies property, he spotlighted Superior Striping a couple of
months ago and they have no intention of moving right now. However, if the City asked them to
they might possibly move. The owner is a good operator and his place is clean and looks good;
there is no reason to move it. Mr. Sullivan indicated it is a good suggestion to look at the
configuration, as if a project is done that would take two contiguous one acm pieces they would
want to do the first project on the Morrell property. He does not think they can wait for
something to happen with Superior Striping.

Case #10: Staff Update

Ms. Wald and Mr. Sullivan reviewed the Staff Update Memo with the EDA.

Member Kurak expressed her disappointment regarding the Zip Code request.

Member Strommen noted she has had discussions with Congressman Kennedy's office. They
have indicated they will step in and help if they can be of assistance.

Ms. Wald indicated staff continues to send letters on a yearly basis to their congressional
representatives regarding this issue.

Ms. Wald informed the EDA the Business Tournament this year will have a Hawaiian theme.

MEMBER INPUT

Member Stef£en reported there will be a Northstar Commuter Rail Rally on Thursday at the
Anoka Technical College.

Economic Development Authority/February 9, 2004
Page 12 of 13
