Motion by Member LeTourneau, seconded by Member Gromberg, to approve the following <br />meeting minutes as presented: <br /> <br />1) Economic Development Authority meeting minutes dated January 12, 2004. <br /> <br />And to approve the following meeting minutes as amended: <br /> <br />2) Joint Economic Development Authority and Housing Committee meeting minutes dated <br /> January 12, 2004. <br /> <br />Motion carried. Voting Yes: Chairperson Riley, Members LeTourneau, Gromberg, Kurak, <br />Riley, Steffen, and Strommen. Voting No: None. Absent: None. Abstain: Member Kiefer. <br /> <br />EDA BUSINESS <br /> <br />Case #1: Appoint Chair and Vice-Chair <br /> <br />Motion by Member LeTourneau, seconded by Member Gromberg, to nominate Chris Riley as <br />Chairperson and Jim Steffen as Vice-Chairperson/Treasure. <br /> <br />Motion carried. Voting Yes: Members LeTourneau, Gromberg, Kiefer, Kurak, and Strommen. <br />Voting No: None. Absent: None. Abstain: Chairperson Riley and Member Steffen. <br /> <br />Case #6: Housing Committee <br /> <br />Associate Planner Wald stated that subsequent to the joint EDA and Housing Committee <br />meeting in January, the EDA discussed the necessity to further review the Housing Committee's <br />objectives and agendas. She explained there would be housing projects in the near future, <br />however, at this time the Housing Committee does not have active agenda items to discuss. Staff <br />has been attempting to brainstorm agenda items for the committee for the past several months. <br />Staff would like to keep the housing momentum going, but at this time it may not be the most <br />useful way to spend staff and the housing committee members time. The City Council went <br />through a strategic planning session; one of the many topics that was discussed was the desire to <br />look at housing redevelopment. Housing redevelopment projects might inspire the desire to <br />create an HRA in the future. Furthermore, the City Council will be looking at how the area <br />outside of the 2020 MUSA line should be development. The current mission statement and <br />objectives of the Housing Committee are not allied with the possible growth the City might start <br />experiencing. Ms. Wald explained staff would like to initiate an open discussion with the EDA <br />members regarding the possibility of dissolving the Housing Committee under its current form <br />and mission. <br /> <br />Member Steffen inquired about successes of the Housing Committee. Ms. Wald replied the <br />committee assisted staff with the housing maintenance and rental ordinance, and the R-2 and R-3 <br />architectural standards that the Planning Commission is currently reviewing.
