interest in reviewing possible development options for the land the City owns west of Sunfish
Lake Blvd.

Member Kurak suggested rather than disbanding the committee they meet only when needed.

Ms. Wald explained staff considered keeping the committee together as Member Kurak has
suggested, however, the rationale to dissolve it is due to the fact that the City may be going
through a major change in how it is to be developed and it would seem appropriate to establish a
housing body that is allied with the goals that will come out of the strategic study. The
committee should be an advisory group under the City Council or HRA, when it is established.

Member Strommen commented the Council just established a goal to complete a maSter plan for
everything outside of the MUSA area. There will likely be housing issues that come out of that,
but they are not sure of the needs at this time. She does not think it makes sense to take a group
and inform them they are on hold for six months to one year. It would make more sense to
dissolve the committee and start one when there is a purpose that has come out of the new vision.

Member Kurak concurred that the Council will be completing a major change of how they look
at the City and this may be a reason to hold off with the committee.

Member Gromberg expressed concern that this committee could become a splinter group
creating their own vision of Ramsey if they are unconnected.

Ms. Wald suggested if the Housing Committee is disbanded they be informed of this decision by
a letter from the EDA.

Member Gromberg suggested the letter to the committee state the comprehensive plan of the
City is changing at this point. The committee has served the purpose for which i't was formed,
which was to look at housing. The committee should be thanked and informed at this point the
committee will cease to exist. He noted the committee was not formed to be ongoing.

Motion by Member Gromberg, seconded by Member LeToruneau, to disband the Housing
Committee with a letter of thanks to be drafted by the Chair of the EDA, and to present the
committee with a certification of appreciation.

Motion carried. Voting yes: Chairperson Pdley, Members Gromberg, LeTourneau, Kurak,
Steffen, and Strommen. Voting No: None. Absent: None. Abstain: Member Kiefer.

Case//8: Old Town Hall

Ms. Wald informed the EDA the City has been attempting to renovate the Old Town Hall,
located on Highway #47 for many years. The City received a grant in the amount of $16,000
several years ago to assist with the needed renovations. However the grant does not cover the
costs to complete further improvements to the site, which include re-roofing, front door and
sidewalk repairs to be ADA compliant, bathroom and ceiling not complete, the original floor is

Economic Development Authority/February 9, 2004
Page 3 of 13
