still in and will need to be redone, and the heating and air conditioning duct work is not
established.

Ms. Wald explained the Old Town Hall has been the topic of many discussions for several years.
The building is a historical point in Ramsey and it would seem appropriate to utilize the building
for some designated purpose (or maybe for more than one purpose). However, utilizing Town
Hall in its current location does pose some challenges to renovate and create a setting where the
building could be utilized and receive its deserved historic recognition. Relocating the building
to Ramsey's Town Center seems appropriate as the center of Ramsey will contain a piece of its
history. The building could be utilized for several different purposes and possibly generate some
revenue. Since the old Town Hall site is designated as a historic site, staff will need to research
what process the City will need to go through in order to move the building off the historically
designated site. It is staff's understanding that the Town Center LLC is excited about the
possibility of moving Town Hall to the Town Center.

Member Kiefer inquired if the building would lose some historical value once it is moved off the
historical site.

Member Strommen noted the building would lose its official state designation.

Member Gromberg commented the $16,000 grant would need to be paid back to the Historical
Society.

Member Strommen inquired if the time could be taken to pose questions for the EDA to discuss
at the March meeting.

City Administrator Norman explained a decision regarding the building is not needed
immediately. The City has lost five to six years of rent because they have not been able to do
anything with this building, and another few months will not make a difference.

Member Kiefer indicated in terms of some of the renovation, volunteers and donated materials
for heating and roofing equipment could be acquired. He stated the bigger decision has to be
made if the building is gong to stay where it is or move to Town Center. He can see merit in
both situations. This would be an excellent place for the Rotary Club to meet and possibly some
form of contact place for people to find out about the City. He noted it would likely cost
$25,000 to $30,000 to move the building.

Member Kurak questioned what would be done with the land if the building were to be moved.
She commented the City should not give the land away for parking.

Member LeToumeau asked if the $16,000 grant has been spent.

Mr. Norman replied approximately $12,000 of the grant has been spent. Improvements have
been completed that would keep the building form deteriorating further.
