Finance Officer Lund presented the Finance Committee with the proposed 2004 Enterprise Fund <br />Budgets, which covered the Water Utility Fund, Sewer Utility Fund, Street Light Utility Fund, <br />Recycling Utility Fund and Storm Water Utility Fund. In addition a resolution was presented to <br />amend the 2003 Enterprise Fund Budgets. <br /> <br />Councilmember Elvig inquired as to what type of feedback staff was receiving from customers <br />that had not been charged the proper amount for City water. <br /> <br />Finance Officer Lund replied that she has not heard anything pertaining to the new bills, but she <br />has received some calls questioning when they will be receiving a bill for the back charges. <br /> <br />Councilmember Zimmerman stated that he thought the Council should meet in a work session to <br />discuss the issue further. <br /> <br />Finance Officer Lund noted that the last direction from the Council was that the members of the <br />Finance Committee, herself and Mr. Kapler were to meet with a representative from Connexus. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to recommend that <br />the City Council adopt the resolution adopting the 2004 Enterprise Fund Budgets and adopt the <br />resolution amending the 2003 Enterprise Fund Budgets. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Strommen, and Zimme~Tnan. <br />Voting No: None. <br /> <br />Case #3: Review and Adopt 2004 Economic Development Authority Operating Budget <br /> <br />Finance Officer Lund presented the Finance Committee with the 2004 proposed Economic <br />Development Authority budget. She noted that this was the same budget that was presented at <br />the time of the HRA Levy adoption in December. The financing source for these operations is <br />interest earnings and property taxes from the HRA Levy. The budget includes expenditures for <br />salary costs of various levels of City staff, professional services for outside consulting services <br />such as those offered by Mike Mulrooney and a market analysis study conducted by the McComb <br />Group and allowances for economic development programs including participation in the <br />business expo, annual business appreciation day and entry signs into the City. A resolution <br />amending the 2003 Economic Development Authority budget was also presented to the <br />Committee for consideration. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Zimmerman, to reconmnend <br />that the City Council adopt the resolution adopting the 2004 Economic Development Authority <br />Operating Budget and adopt the resolution amending the 2003 Economic Development Authority <br />Operating Budget. <br /> <br />Motion carried.
