Case #4: <br /> <br />Consider Proposal from BKV Group and 3D/I for Schematic Design and <br />Visioning for New City Hall/Police Department and Authorize an Inter-Fund <br />Loan from the Equipment Revolving Fund <br /> <br />Assistant City Administrator Nelson stated that during the City Council work session of January <br />20, 2004, staff, presented information regarding the status of the analysis for financing the new <br />City Hall and Police Station project as well as the next steps in the design process, schematic <br />design and visioning. Staff is continuing work with Northland Securities and Hoisington <br />Koegler Group on the fiscal impact of the bonding scenarios and the tax capacity projections for <br />the City. Staff anticipates completing the financial analysis no later than April of 2004. Staff <br />was proposing to proceed with the schematic design and visioning process as proposed by 3D/I <br />and BKV Group and utilize funds from an inter-fund loan from the Equipment Revolving Fund <br />to cover the costs of the proposed work. The Equipment Revolving Fund would be reimbursed <br />at the time the bonds are issued for the project. Staff recommended that they proceed with <br />Schematic Design and Visioning for the new City Hall and Police Department at a cost not to <br />exceed $188,000. <br /> <br />Councilmember Zimmerman inquired if the City already had a building fund established. <br /> <br />Finance Officer Lund explained that there is a facility fund that has a total of approximately <br />$150,000. She noted that funds from that account have been used for the Public Works facility, <br />and the new Fire Station. <br /> <br />Councihnember Elvig stated that he has had some concerns as it relates to timing. He was <br />concerned with spending $188,000 when they are not even sure how they are going to pay for a <br />City Hall. He stated that he would like to have more of funding details before they start spending <br />a significant amount of money on the project. It also appeared to him that the language included <br />in the resolution indicates that the Council was authorizing the construction of a new City Hall, <br />which he was uncomfortable with. He noted that he did do some checking with other architects <br />and the fees seem to be in line, but he thought they should be able to come up with a more <br />reasonable estimate at to what the cost would be before going into the schematic design phase. <br /> <br />Councilmember Zimmerman agreed that initiating this process might be premature. He felt that <br />the Council needed to focus on what they need to do as a City to get the Town Center developed <br />before they move forward with the planning for City Hall. <br /> <br />Councihnember Strommen stated that she thought it made sense for the Council to go through <br />with their strategic planning session before they take action on whether or not they should <br />proceed to the schematic design phase. The City has already committed to some very heavy <br />projects for the Town Center and she would like to have a better picture in mind of where they <br />are at financially before they go too far ahead. <br /> <br />Councihnember Elvig stated that he realizes planning for a new City Hall takes time, but he <br />would like to have a collective idea of what the costs are before they get too far into the process. <br /> <br />Finance Committee/January 27, 2004 <br /> Page 3 of 4 <br /> <br /> <br />
