Assistant Director of Public Works Olson agreed.

Councilmember Elvig inquired if it was possible for staff to review the proposal and determine if
there are things that are critical and areas that can be saved on in order to develop the retail parks.

Assistant Director of Public Works Olson replied that he was not sure that he was confident that
he could move around some of the costs without knowing some of the priorities of the Council.

Councihnember Elvig stated that he was not able to give him that information without reviewing
the document further.

Assistant Director of Public Works Olson stated that he could attempt to review the document
and try and shift some of the dollars towards the retail parks.

Councihnember Elvig stated that he thought it was important to get some sort of significance in
the retail park area and then build on it in future years.

City Administrator Norman felt that they should focus heavily on the core parks and than look at
utilizing additional park funds when other surrounding development occurs to help develop the
north park.

Assistant Director of Public Works Olson noted that staff would be bringing forward an
extension request for 30 to 45 days to continue discussions and finalizing the document.

Mayor Gamec recessed the City Council work session at 8:08 p.m.

Mayor Galnec called the City Council work session back to order at 8:16 p.m.

3) Strategic Planning Session Follow-Up

City Administrator Norman stated that that the City Council held a leadership workshop
(strategic planning session) on February 2"0 and 3rd. During the session, the City Council, along
with staff, developed a number of visions and focus areas and then established a set of seven
high-priority goals. Staff was directed to create action statements for each of these goals and
bring it back for Council consideration. In reviewing the goals staff recommended that the
Council possibly re-word goal three.

Consensus of the City Council was to direct staff to reword the language appropriately.

Councihnember Strommen recommended that there be an action step to include public
participation or public visionary pertaining to the comprehensive plan.

City Administrator Norman replied that he would add that under the comprehensive plan section.

City Council Work Session/March 1, 2004
