Councilmember Zimmerman stated that he wants to make sure that the City does not restrict the <br />2.5-acre dcvelopment properties too much. <br /> <br />Councihncmber Strommen suggested that under goal three the fourth action statement be re- <br />written to state that the City will create an ordinance that facilitates rather than restricts 2.5 acre <br />development itl anticipation of the urban services. It should be a positive statement rather than <br />negative. <br /> <br />Mayor Gamec questioned if they should change the language in goal number four from saying <br />complete city hall project to study feasibility of city hall project. <br /> <br />Councilmen~ber Strommen stated that she thought it would be beneficial to incorporate a <br />timeline to go along with each of the goals. <br /> <br />Councihnembcr Cook suggested that the document be headlined with Five Year Strategic <br />Planning document and that this document be used to drive what is incorporated in the City's <br />CIP plan. <br /> <br />Mayor Gamec questioned the Mississippi River Bridge crossing official mapping process. <br /> <br />Assistant Community Development Director Trudgeon explained that was included because <br />development could occur in that area in the next three to five years. <br /> <br />Mayor Gamec replied that the problem is that they are not exactly sure where the bridge <br />aligmnent will be. <br /> <br />Councihnember Zimmennan stated that the City has to do something because if someone comes <br />forward with a plat the City has nothing in place to prevent development from happening in the <br />area. <br /> <br />City Administrator Norman noted that the scoping document will be published in about one <br />month and once that is completed the City can proceed with official mapping of the property. <br /> <br />Assistant Colmnunity Development Director Trudgeon stated that he did think that the City does <br />have quite a bit of leverage because the bridge has been in the Comprehensive Plan for some <br />time and the property has to be developed as a PUD. <br /> <br />Counci hnember Strommen stated that rather than placing a timeline as part of the document have <br />it included in the City's work plan. <br /> <br />Consensus was to headline the document "Five Year Strategic Plan". <br /> <br />CO UNC l L/STAFF INPUT <br /> <br />Nolle. <br /> <br />City Council Work Session/March 1, 2004 <br /> Page 11 of 12 <br /> <br /> <br />
