Councilmember Elvig replied that he thought they should leave it at the 1,000 feet and if there is <br />a special situation in the Town Center they could issue a variance. <br /> <br />Mayor Gamec inquired if most cities have a 1,000-foot setback from school or churches. <br /> <br />City Attorney Goodrich noted that the League of Minnesota Cities suggests 1,500 feet. <br /> <br />Consensus of the Council was to stay with 1,000 feet. <br /> <br />Mayor Gamec noted that he polled the surrounding cities as to their bar closing times and Blaine, <br />Maple Grove, Mounds View, Oak Grove, Osseo, and Spring Lake Park have changed to the 2:00 <br />a.m. closing time. <br /> <br />City Attorney Goodrich noted that the Council could consider allowing for a 2:00 a.m. closing on <br />certain nights. <br /> <br />Councihnember Elvig stated that he was supportive of the 2:00 a.m. closing, but his one concern <br />would be if they need an increase in Police would the City be able to charge the business an <br />additional fee to cover those costs. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Councilmember Elvig recommended that they allow for 2:00 a.m. closing time for Thursday, <br />Friday, and Saturday with a one-year sunset clause to review the pros and cons of the change, <br />which should include information that the establishments have seen a considerable increase in <br />revenue. One of the requirements would be that food and soft drinks would have to be served up <br />to one hour before they stop serving. One of the big reasons for him supporting the 2:00 a.m. <br />closing time is to provide a marketing edge to encourage some of the establishments to locate in <br />the Town Center. <br /> <br />Councihnember Strommen inquired if Councilmember Elvig was proposing to allow for liquor <br />sales until 2:00 a.m. <br /> <br />Councilmember Elvig replied yes. <br /> <br />Councilmember Pearson stated that he has received feedback that with the Town Center they <br />should be looking at the 2:00 a.m. closing and for that reason he would support what <br />Councilmember Elvig has proposed. <br /> <br />Councilmember Zimmerman inquired if a public hearing would be required to make the change. <br /> <br />Mayor Gamec replied no. <br /> <br />City Council Work Session/March 1, 2004 <br /> Page 4 of 12 <br /> <br /> <br />
