City Attorney Goodrich noted that any fee that would be established would have to be used to <br />offset City costs. <br /> <br />Police Chief Way stated that they will probably have to increase the license fee and after a year <br />determine if that amount was adequate to cover any additional Police costs. <br /> <br />City Attorney Goodrich stated that he was going to have to research if the City is allowed to <br />charge a separate fee to a bar owner who chooses to stay open until 2:00 a.m. <br /> <br />Mr. Gruber inquired if they are required to close by 2:30 a.m. would there be an issue if they are <br />driving people home and they have people waiting in the lobby area after closing time. <br /> <br />Police Chief Way replied no, as long as they are not using the facility. <br /> <br />Consensus of the City Council was to direct staff to amend the ordinance to allow for alcohol to <br />be served until 2:00 a.m. on Thursday, Friday, and Saturday, the day before Thanksgiving, New <br />Years Eve, and the 4th of July. Food service would be required up until one hour before close, <br />and all drinks would have to be pulled by 2:30 a.m. There would be a one-year review of the <br />pros and cons of the change and possibly an inclusion of a sunset date in the ordinance of one <br />year. <br /> <br />City Attorney Goodrich inquired if the Council wanted to schedule a public hearing on the <br />ordi~ance. <br /> <br />Consensus of the Council was to schedule a public hearing. <br /> <br />City Attorney Goodrich noted that staff will mail out a copy of the ordinance to all licensees prior <br />to the public hearing. <br /> <br />2) Ramsey Town Center Parks <br /> <br />Assistant Director of Public Works Olson explained that on September 25, 2003 the Ramsey City <br />Council decided to approve the final plat of the Ramsey Town Center and grant Ramsey Town <br />Center, LLC a 90-day window to complete the design and proposal of the Parks within the Town <br />Center. On December 16, 2003, the City Council also decided to extend this 90-day period until <br />March 25, 2004 to further design the two parks within the retail core of the development. The <br />costs for the improvements that have been shown on the conceptual plans for the RTC Parks <br />totals $13,211,000. This includes a large amount of "soft" costs that would be necessary if the <br />City decided to take on the development of these improvements. Since the December meeting <br />there have been some changes made to the plan such as the elimination of the swimming pond in <br />the north park. The main reason the swimming pond was eliminated is because typically <br />swimming ponds of this nature experience 10,000 people or more on weekends, which would be <br />too many people for the area and the cost to construct it, would be near one million dollars. Mr. <br />Olson did not feel that the swimming pond was one of the highest priorities of the Park <br />Commission, but it seems that they understand that it will not work out in this area. <br /> <br />City Council Work Session/March 1, 2004 <br /> Page 6 of 12 <br /> <br /> <br />
