Councilmember Elvig stated that it would seem fairly simple to monitor the amount of people <br />that use the facility. <br /> <br />Councilmember Cook replied that the problem is that they would not be able to afford to <br />maintain the swimming area if they can't allow a certain amount of people to use it. <br /> <br />Assistant Community Development Director Olson noted that the swimming pond is still listed <br />as an alternate, but the amount of parking availability is just not there. One of the things he <br />suggested was looking at the bottom of the sledding hill as a location for the swimming pond. <br /> <br />Councilmember Elvig stated that if the goal is to have a swimming pond and it is a high priority <br />item then why not develop the park appropriately to accommodate it. <br /> <br />Mayor Gamec suggested that maybe they should be looking at constructing an indoor aquatics <br />center instead because it could then be used year around. <br /> <br />Councilmember Cook stated that he would rather spend 1.5 million on a community center than a <br />swimming pond. <br /> <br />City Administrator Norman explained that the developer has four signature parks where they are <br />proposing to spend their money, but that does not include the two retail parks. It was staff's <br />opinion that the park to the north has the lowest priority at this time. <br /> <br />Councilmember Elvig inquired if staff was getting the feeling that the developer was developing <br />parks for residential rather than commercial. <br /> <br />Assistant Director of Public Works Olson explained that the proposal does identify what Ramsey <br />Town Center, LLC is planning on paying for and what they are not paying for. Mr. Olson <br />reviewed what would be included from their participation for each of the parks in the current <br />proposal. It was noted that there are still a few issues that need to be resolved and Ramsey Town <br />Center, LLC is working to amend the proposal. <br /> <br />Councilmember Zimmerman inquired if any of the developments that go into the Town Center <br />will still pay park dedication. <br /> <br />Assistant Director of Public Works Olson replied no, if the Council accepts this park plan. <br /> <br />Councihnember Zimmerman stated that that was a concern to him because if they collect all of <br />the park dedication now it may take a few years for the Town Center to develop completely and <br />during that time park dedication fees would increase and the City will not be able to collect that <br />increased amount. <br /> <br />Mayor Gamec stated that he thought the developer should have to be responsible for the project, <br />if the proposal is approved, even if it takes them a few years to complete and the costs increase. <br /> <br />City Council Work Session/March 1, 2004 <br /> Page 7 of 12 <br /> <br /> <br />
