Councilmember Kurak inquired if property has already been acquired for the proposed frontage <br />road in the Mississippi Subdrainage area or is the City planning on acquiring enough property in <br />connection with the pipe. <br /> <br />Assistant Director of Public Works Olson replied that the City does not have enough property to <br />accomplish a service road. <br /> <br />Councilmember Kurak stated that the City is currently working on trying to acquire property for <br />the pipe and questioned if it would make sense to acquire enough property for the service road at <br />the same time. <br /> <br />Assistant Director of Public Works Olson explained that the construction of the service road is <br />highly contingent upon money being available. That was not to say that they could not include <br />the possibility of acquiring the additional land during their current negotiations. <br /> <br />Councilmember Strommen inquired as to how the service road fits in with the overall plans to <br />update Highway #10. <br /> <br />Assistant Director of Public Works Olson replied that the road would provide for an interim <br />measure until the highway is upgraded. <br /> <br />Councihnember Elvig noted that the Elmcrest access is an issue they need to push forward with. <br /> <br />Assistant Director of Public Works Olson inquired if the Council was comfortable with keeping <br />the regional roadway projects in 2004. <br /> <br />Consensus was yes. <br /> <br />Councilmember Zimmerman inquired if plans will be ready for Sunwood Drive to be constructed <br />this spring. <br /> <br />Assistant Director of Public Works Olson explained that staff has reviewed the plan for the first <br />time and requested some refinements. Staff anticipates submitting the plans to the state next <br />month and they will be ready for construction in April. <br /> <br />Finance Officer Lund noted that there is new legislation that allows for bonding of CI? projects <br />that could save the City a significant amount of money. <br /> <br />The Council discussed the process for reviewing the CIP and the majority consensus was to <br />continue reviewing the document until all Councilmembers are comfortable with information. <br /> <br />COUNCIL/STAFF INPUT <br /> <br />None. <br /> <br />City Council Work Session/January 20, 2004 <br /> Page 5 of 6 <br /> <br /> <br />
