Councihnember Zimmerman inquired if the downtown architectural standards restrict how high <br />the buildings could go up. <br /> <br />Mr. Baxley replied that there are some criteria, but they are well within those parameters at this <br />phase of the project. They are comfortable with the height and scale limitations that have been <br />placed within Ramsey Town Center. <br /> <br />The Council discussed some of the financing options, which included bonding, and selling of thc <br />existing City Hall site. <br /> <br />Consensus was to forward the issue for Council action to proceed to the schematic design phase. <br /> <br />3) 2004-2008 CIP <br /> <br />City Administrator Norman stated that the Council was being asked to review the CIP, make <br />adjustments where necessary, and direct staff to complete the document for Council <br />consideration <br /> <br />The Council reviewed the proposed street improvement projects, which included the <br />improvements to C.R. #116. It was explained that the corridor study was being completed to <br />have the same vision with Anoka County, but if they are not able to get the County to buy into <br />improving the roadway then the project goes away. The plan will be refined as they get better <br />information from the County. <br /> <br />Councilmember Strommen requested that staff review the road improvements relating to the <br />Ramsey Town Center development and where the funding would come from to pay for those <br />improvements. <br /> <br />City Administrator Norman explained that a proposal is being made to Anoka County from their <br />bond counsel for those road improvements and it will be returned to staff next week for <br />discussion. The document before them was not an authorization of projects it was simply a <br />financing tool. <br /> <br />Assistant Director of Public Works Olson stated that the projects show up in the plan for 2004, <br />but if the joint powers agreement with Anoka County and the City does not happen, the City does <br />have the ability to establish a special taxing district within the Town Center to pay for the <br />improvements necessary for the development. <br /> <br />Councilmember Elvig inquired as to why the projects were listed for 2004 if a majority of the <br />improvements are not needed until 2007. <br /> <br />Assistant Director of Public Works Olson explained that in the Ramsey Town Center <br />development agreement the street improvements are phased and realistically all of the projects <br />will not happen in 2004, but staff wanted the projects to be identified and incorporate those costs <br />early on. <br /> <br />City Council Work Session/January 20, 2004 <br /> Page 4 of 6 <br /> <br /> <br />
