Councilmember Cook inquired as to where the funds would come from to pay for the design <br />work. <br /> <br />Finance Officer Lund explained that the City would take an inter-fund loan that would be paid <br />back with interest once the City bonds for the project. <br /> <br />Councilmember Elvig stated that he wants to make sure they get a reasonable feel as to where <br />their finances are at before they get too far along in the process. It sounds like the next process is <br />schematic design to get more cost figures. <br /> <br />Assistant City Administrator Nelson explained that at this point staff would be seeking direction <br />to get a price fi'om the consultants to proceed with schematic design and then bring it back for <br />Council approval next week. <br /> <br />Ms. Bottinger stated that she would estimate that it would cost $150,000 to $200,000 to get <br />through the schematic design phase. <br /> <br />Councilmember Pearson inquired if the 64,000 square foot building size was based on projected <br />population or existing population. <br /> <br />Mr. Baxley replied that the size of the building was based on projections for the next 10 to 15 <br />years. <br /> <br />Assistant City Administrator Nelson explained that a staff needs assessment study was completed <br />for both City Hall and the Police Department, which is where they came up with the 64,000 <br />square feet. <br /> <br />Councilmember Elvig inquired if it made any sense to look at phasing the construction of City <br />Hall since they are looking out 15 to 20 years. <br /> <br />Mr. Baxley replied that that is something they can look at, but they can lose some of the <br />efficiencies i f they phase the project. <br /> <br />Councihnen~ber Elvig suggested that they look at the possibility of phasing the project during the <br />design process. <br /> <br />Mayor Gamec stated that the existing City Hall was built to allow for expansion, but cost wise it <br />just doesn't make sense to add onto the existing facility. The City would have been better off <br />building a larger facility when City Hall was first built. <br /> <br />Councilmember Elvig noted that one option might be to use that additional space for community <br />meetings in the interim. <br /> <br />City Council Work Session/January 20, 2004 <br /> Page 3 of 6 <br /> <br /> <br />
