plan in cooperation with the Anoka Historical and Genealogical Society for Foster Cemetery that <br />would include community organization work and contributions to make improvements to the site <br />and provide increased maintenance and restoration to the site. After reviewing the files related to <br />Trott Brook cemetery, it seems the issue of burial records and maintenance of the site has been <br />discussed by City Council periodically over the past ten to 15 years. Of issue is the absence of an <br />accurate record or survey of burial plots at Trott Brook. There are several interesting historical <br />records, including an actual window shade that records the burials at Trott Brook, however there <br />is no evidence or confirmation of these records. In addition to the periodic Council discussions <br />of these issues, there have been several proposals over the years from engineering firms to <br />perfom~ the survey and ground penetrating radar work to provide an accurate record of burials <br />and open plots at Trott Brook. Staff is currently in the process of obtaining a proposal from <br />Hakanson Anderson to complete the survey and ground penetrating radar work. Staff anticipates <br />the cost of this work to be in the neighborhood of $8,000 to $10,000 based upon past proposals. <br /> <br />Carl Ousted and Yvonne Wahle, explained that their great, great grandfather is buried in the Trott <br />Brook cemetery. Through genealogy activity they became more interested in the cemetery and <br />visited it for the first time 1-½ years ago. After visiting the cemetery they felt strongly that there <br />were things that should be done to the site. They presented the Council with a list of goals and <br />objectives for the cemetery. One of the major objectives was to have a five year management <br />plan prepared and in order to do that they need to have the records in order. The important part is <br />to establish the plot comers so that future burial lots can be identified. In addition cleaning up <br />the grave markers and developing a plan as to how the markers are placed and what direction <br />they are viewed from. The group fully supports completing the ground penetrating radar work. <br /> <br />Mayor Gamec explained that the City has done some maintenance work at Trott Brook cemetery, <br />but there has not been a lot. They currently do allow for burials at the cemetery and would like to <br />see something done, but the City needs help. He stated that he would be in favor of moving <br />forward with the ground penetrating radar work, but they need a group to really step forward and <br />make the site their priority. <br /> <br />Councilmember Cook inquired if the City has always owned Trott Brook cemetery. <br /> <br />Mayor Gamec explained that the cemetery was privately owned originally, but he was not sure <br />how the transaction occurred to turn it over to the City. <br /> <br />Assistant City Administrator Nelson noted that staff is currently researching that information. <br /> <br />Councilmember Cook inquired if they were sure that it is actually City owned property. <br /> <br />Mayor Gamec explained that the Historical Society has stated at previous meetings that the <br />cemetery is City owned property. <br /> <br />Councilmember Elvig inquired if there was any reason they would not maintain the cemetery the <br />same as City parks. <br /> <br />City Council Work Session/February 17, 2004 <br /> Page 2 of 8 <br /> <br /> <br />
