Mayor Gamec explained that staff has looked at placing the cemetery on the regular maintenance <br />schedule, but at that time the City did not have the staff available. Over the past several years <br />they have had groups step forward to do some work at the cemetery, but the work never <br />continues. <br /> <br />Councilmember Cook stated that the City first needs to determine that it is City owned property <br />and if that is the case then they, as a Council, need to develop maintenance standards for the <br />cemetery and follow through with those standards and then make the necessary staff available. <br /> <br />Councilmember Zimmerman inquired as to how much the City charges for a burial fee. <br /> <br />Assistant City Administrator Nelson replied that the City collects $600 per burial plot and $200 <br />for perpetual maintenance costs. <br /> <br />Councilmember Pearson inquired if the County kept records on the cemetery. <br /> <br />Ms. Wahle replied that they are in the process of trying to get that information from the County. <br /> <br />Mr. Ousted stated that their group is willing to help any way that they can to see that <br />improvements are made to the cemetery. <br /> <br />Councilmember Elvig inquired if there were any funds the City could apply for from the <br />Historical Society to help with some of the costs. <br /> <br />Assistant City Administrator Nelson noted that she would discuss the maintenance issues with <br />Public Works staff to determine what would be needed to provide regular maintenance. <br /> <br />Consensus was to forward a case to the Council to proceed with ground penetrating radar work <br />and identify a funding source. <br /> <br />2) 2030 Regional Framework: Developing Community <br /> <br />City Administrator Norman stated that staff presented Council a case, at a previous Council <br />meeting, for consideration, which requested comments to the Metropolitan Council while they <br />consider the 2030 Regional Development Framework. This issue was before the City Council at <br />its meeting of November 25, 2003. The City Council authorized staff to prepare a comment <br />letter to the Metropolitan Council on the 2030 Blueprint, which was at that time under <br />consideration. During a recent Council work session, the Council had requested that they have <br />another opportunity to discuss the concept of "developing area" following the strategic planning <br />session held recently. The topic of growth beyond the well and septic system areas of the City <br />was discussed at length during this strategic planning session. One of the high priority goals <br />discussed stated "Adopt and begin implementation of a plan for growth outside of the 2020 <br />MUSA and correspondingly amend City-Wide Comprehensive Plan." <br /> <br />City Council Work Session/February 17, 2004 <br /> Page 3 of 8 <br /> <br /> <br />
