Councilmember Strommen stated that she wants to get a handle on what "developing <br />community" means. <br /> <br />Councihnember Elvig stated that he had expressed some of his concerns to members of the Met <br />Council and through those discussions he felt confident that the City will have a commitment <br />from the Met Council to "start the clock" back at the time of the adoption of the Comprehensive <br />Plan so that they could include all of the new development that has occurred in the City. He also <br />explained that the three to five units per acre would not include any green space, wetland, o City- <br />owned right-of-way. <br /> <br />Councilmember Strommen inquired if it was possible to get that commitment in writing from the <br />Met Council. <br /> <br />Councilmember Elvig replied that he thought they could. <br /> <br />Consensus of the Council was to direct staff to get a letter from the Met Council indicating that <br />they could "start the clock" from the point the 2001 Comprehensive Plan was adopted and that <br />the density calculations would not include green space, wetlands, or City owned right of way. <br /> <br />Councilmember Elvig stated that the key is to get the agreement in writing from the Met Council. <br />It was his understanding that if the City is under the 2030 blueprint as a developing city the Met <br />Council agrees to provide the necessary infrastructure to accommodate the development at their <br />own cost, which will most likely include a water treatment facility. <br /> <br />Councilmember Zimmerman inquired as to how much sewer capacity the City will be utilizing <br />once the Town Center is built out. <br /> <br />Assistant Director of Public Works Olson reviewed the City's current sewer capacity and what <br />they anticipate after the build out of the Town Center. <br /> <br />Councilmember Strommen left at 8:13 p.m. <br /> <br />3) New Development Adjacent Property grading <br /> <br />City Administrator Norman stated that in April 2002, the Council briefly discussed the need for <br />discussion of grading adjacent to a new development project. The item was added to a Council <br />work session and discussed on October 22, 2002. During the meeting in 2002, Councilmember <br />Kurak described a situation where a new development sometimes does not make allowances for <br />difference in grading on neighboring property. Other examples were also cited by <br />Councilmember Hendriksen. The Council did suggest that some consideration should be placed <br />in. the current drafting of Chapter 9 in the City Code in that contour information needs to be part <br />of plat or site plan process.
