Councihnember Elvig stated that the Council recently passed an ordinance that requires that all
businesses need to register and apply for a permit with the City so eventually this may work itself
out.

Consensus was that if a property owner was no longer operating a business on their residential
property they should be charged only the residential rate.

Assistant Director of Public Works Olson stated in regards to the townhome units staff is running
into a problem getting a timely calculation to Connexus because the way the rate has to be
calculated.

Councilmember Kurak inquired as to how much more townhome unit was paying compared to a
single-family residential unit.

Assistant Director of Public Works Olson replied about $3.00.

Councilmember Kurak inquired as to why the townhome units cannot be charged on a per unit
basis just like single-family homes.

Assistant Director of Public Works Olson replied that was the direction he would like to have.

Consensus of the Council was to charge all townhomes units a per unit residential charge.

Councilmember Zimmerman stated that he thought it was an issue of the townhome people
putting pressure on the City. The more runoff a person creates the more they should have to pay.

Assistant Director of Public Works Olson stated that if the change is made then they should not
be allowed to ask for a credit on the fee.

The Council agreed.

5) Council Meeting/Minutes

The Council discussed the importance of one person speaking at a time and that each
Councilmember should be recognized before they speak.

COUNCIL/STAFF INPUT

None.

City Council Work Session/February 17, 2004
Page 7 of 8
