Police Chief Way stated that, however, if it's cheaper to go down the road to another city, they <br />will go somewhere else. <br /> <br />Councihnember Elvig stated he is looking at parents with two to three kids in the program, it's <br />expensive. He did not really agree with user fees. <br /> <br />Councihnember Cook stated that developer fees will be passed along to the buyer. <br />Councihnember Kurak suggested putting the fees into the maintenance fund. <br />Councilmember Cook stated there will be lawsuits if you cannot show that amount of benefit. <br />Councillnember Strommen stated that we are not just talking about park dedication fees. <br />Councihnember Cook stated we will get into trouble - taxes pay for this. <br /> <br />Mayor Gamec noted that we have 50/50 into the district. <br /> <br />Councihnember Strommen stated she did not think we were talking strictly parks. A portion of <br />charges will have to be put into the general fund. <br /> <br />Councihnember Elvig stated we are trying to find a way to tax some people who are users, <br />developers for example. They build and put added use on the parks, roads, etc. <br /> <br />Councihnember Cook stated that the developers can put the charge back on the citizens, as was <br />stated before. With regard to franchise fees - people will be upset about it bdt they will pay it. <br />He added the builders already have people lobbying against the fee. <br /> <br />Finance Officer Lund mentioned transportation impact fees and impact fees were briefly <br />discussed. It was pointed out that more revenue is necessary and suggested that user fees be <br />raj sed. <br /> <br />Councihnember Elvig commented that money should be going into the general fund. He noted <br />that the City is charging people - raising money - but putting the money into funds that cammt <br />even be touched. No one is willing to cut - but no one is willing to add - so we may as well <br />charge a Franchise fee. <br /> <br />Counci hncmber Kurak suggested maybe charging residents less the second year. <br /> <br />Counciln~ember Zimmerman stated he thought this meeting was to discuss what we might be <br />able to do without franchise fees. <br /> <br />Councihnember Pearson stated that if we have to put fees on somewhere else, it might as will be <br />for something we have already received heat for. <br /> <br />Mayor Gamec asked are we going to be able to maintain how we are doing things now. <br /> <br />City Council Budget Work Session/October 27, 2003 <br /> Page 4 of 9 <br /> <br /> <br />
