Councilmember Kurak stated that if at the end of 2004, we decided we did not use it, could we <br />lower it in 2005? <br /> <br />Councihnember Elvig asked if there is a consensus on raising developer fees. <br /> <br />Counci hnember Kurak stated she would be interested in looking at it. <br /> <br />Ms. Lund added that everything that's on the developer fees is outside of the general fund. <br /> <br />Councihnember Elvig stated that our user and developer fees do not go up every year like other <br />things. Franchise fees are helping to fund the growth of the City. <br /> <br />Councilmember Cook stated he disagrees with that. <br /> <br />Councihnember Elvig stated that we have more people, more roads and it's because of the <br />growth of tile City. <br /> <br />Councilmelnber Zimmerman inquired if building permit fees go into the general fund to which <br />Ms. Lund replied yes. Councihnember Zimmerman suggested we should increase that fee. <br /> <br />Councihnember Kurak stated she thought we were trying to replace the money the State took <br />away. <br /> <br />It was stated that we need to cut costs or raise revenue or change the policy on how we take <br />money in and use it. Discussion ensued relating to showing justification for increasing fees. Ms. <br />Lund explained that process. <br /> <br />Councilmember Elvig stated he would like to see Ramsey "fat". He added that he really thinks <br />we should be raising these fees as high as tolerable - for maintenance. <br /> <br />Councilmc~nber Zimmerman agreed. <br /> <br />Councilmember Pearson stated you cannot grow without money to make it happen. <br /> <br />Councilmember Strommen stated that we have $404,000 we are trying to make up in franchise <br />fees. With positions and street maintenance, you are not even up to one half of what we need - <br />so you need to make up some of the money somewhere. <br /> <br />Councihnember Kurak stated that we are short money because the State cut us back - not <br />becausc we have hired new e~nployees. <br /> <br />Mayor Gamec stated that because of the Bums fire contract, maybe we should put back at least <br />one pcrson in the Fire Department. <br /> <br />Fire Chief Kapler noted that all three of these people are in this budget as it is presented today. <br /> <br /> City Council Budget Work Session/October 27, 2003 <br /> Page 5 of 9 <br /> <br /> <br />
