Councilmember Elvig stated they should talk about overall general fund. We want some <br />maintenance fees, general budgeting dollars to help out for the City. What the developers are <br />doing is adding more fees - more maintenance, etc. We have to have money from the <br />developers - not fi'om our own people. <br /> <br />Mayor Gamcc inquired if that could be a legal problem to which Mr. Norman replied that staff <br />would check on that. <br /> <br />Colmnunity Development Director Frolik stated that you have to prove that a certain amount of <br />units cause added maintenance for roads, etc. <br /> <br />Counci hnember Zimmerman stated that we do not want to sell ourselves short - especially when <br />it comes to the Town Center. <br /> <br />Councihnember Kurak stated she would like a joint meeting with the Park and Recreation <br />Commission and the developer at the first meeting in November. She noted that the City <br />Administrator had offered to schedule that and she felt it was very important. <br /> <br />Councihnember Strommen stated that meeting was asked for to work on the development <br />agreement. <br /> <br />Mr. Norman stated that he will bring rates and charges back to Council and whether or not <br />increases can be applied in any other direction. He offered that Attorney Goodrich would be a <br />part of that discussion as well. <br /> <br />It was noted that 407 building permits was a conservative number. Under town homes in the <br />Town Center - there are 60 units planned for 2004, the developer wants to see 2,200 done in four <br />to five years. 500 or 600 per year makes the permit fee number low, however, that was done on <br />purpose. It was noted also that there were no numbers plugged in for commercial permits. <br /> <br />Councihnen~ber Strommen asked if we did that, does it make a huge difference. Will we be <br />making a difference in the franchise fee - making it that much lower. <br /> <br />Mayor Gamec stated that we have a big leeway - but we might even have to hire another <br />inspector. We need to have a "bank" or we will have real serious problems with the Town <br />Center. <br /> <br />Councilmembcr Zimmerman asked if we will keep track so we know how much time people <br />have spent. <br /> <br />Ms. Lund responded that they do that now. <br /> <br />Mayor Gamec stated he could move these figures to eliminate the franchise fee. <br /> <br />City Council Budget Work Session/October 27, 2003 <br /> Page 7 of 9 <br /> <br /> <br />
