Councihnember Kurak stated this is what we would have presented if we would have gotten
money from the State. Permit fees will get the City through until we get the taxes but they
cannot make up the difference of what the State took away. We need to be more self-sufficient.

Mayor Gamec inquired if they are missing any other points.

Councihnember Cook stated that tomorrow night Council has to decide on this franchise fee.
Wc will not get new figures by then. He felt the main issue for this meeting was to prepare
Council For tomorrow night,

Councihnember Elvig stated that we started out at 4.5% and we have decreased that.

Mr. Norman - $115,000 - we can almost stay within our comfort zone by adding revenues on the
building side to make up the reduction. We did not plug in any commercial or Sunflower Ridge.

Councihnember Cook stated he would rather stay with it where it is and get rid of it if we do not
need it.

Councilmember Elvig stated that if we can show people we did a good job at this and pared it
down, that would be a good thing.

Mayor Gamec stated that people have agreed with the 3 and 6 - the Chamber, businesses, etc.

Councihnember Cook stated that at the six-month mark, he will make a motion to eliminate it if
that's what it takes. That way we are sure we are covered.

Councilmember Pearson stated that we do need to cover ourselves. We do not like to but we are
protecting ourselves too.

Councilmember Kurak agreed - leave it the way we have it.

Councihnember Strommen pointed out that it amounts to only $12 a year.

City Administrator Norman brought up Connexus Energy's billing mistake - does the City
Council want to sit down with business owners and have Cormexus there too.

Councilmember Elvig inquired if we have heard from Attorney Goodrich about first rights, etc.
He would like to see some aggressive action on that.

Ms. Lund stated she needs to find out what Connexus is going to do before she sends out a letter
to the businesses.

City Council Budget Work Session/October 27, 2003
Page 8 of 9
