Councilwoman Oliphant asked what the overall employee composition <br />in the City Hall will be after Mr. Walker leaves. She also asked <br />what the timing will be for hiring new personnel along with each <br />person's responsibilities. She stated that she feels the City <br />Council ought to determine what is needed in terms of staffing <br />personnel. Councilwoman Oliphant stated that the police department <br />needs clerical help and that she would recommend the City take <br />applications for a part-time clerical person with a diversity of <br />skills who could assist in police recordkeeping on a part-time <br />basis. She stated that the County is keeping our police records <br />now but may want to change this arrangement in the future. <br />Councilman Gorham read a memo from Chief of Police Auspos wherein <br />it was stated that the problem is not too urgent at this time. <br />Councilman Gotham stated that he felt the City could get by now <br />until December 1 without police recordkeeping assistance and at that <br />time the Administrative Assistant could review the situation. <br /> <br />Councilwoman Oliphant asked when the Administrative Assistant would be <br />employed by the City. Councilman Gorham stated that he was hopeful <br />that this would be accomplished before December 1. The Personnel <br />Committee at present wants to read the resumes received and pick <br />out five and have the entire Council review the same. Councilman <br />8orham indicated that the Personnel Committee has now reviewed most of <br />the Administrative Assistant applications; however, no definite <br />decisions on who to interview have been made at this point. <br /> <br />There was a general discussion of how the interviewing should <br />proceed specifically concerning the number of applicants to be <br />interviewed, the length of the interview, when to conduct the <br />interviews, etc. <br /> <br />There was a general discussion by the entire Council of the Personnel <br />Committee procedure. Questions such as "should the committee be <br />composed of the same council members" were raised. Mayor Cox felt <br />that the committee has been doing a good job. Mayor Cox further <br />stated how he felt concerning the recent hearing on Mr. Walker's <br />employment. There was a general discussion by the various Council <br />members concerning the recent assessing problem and who was <br />responsible for having this. Mayor Cox stated that it was too bad <br />that a public spectacle of Mr. Walker's dismissal was made. <br /> <br /> Councilwoman Oliphant stated that she feels the Personnel Committee <br /> ought to have one councilmember, one rotating City employee and two <br /> citizens. Councilman Gorham stated '~he felt the Personnel Committee <br /> should be left as it is until a new Administrative Assistant is <br /> hired and let that person make the decision concerning the Personnel <br /> Committee. Councilwoman Oliphant said the Council would never let <br /> Mr. Walker make such a decision and probably would not let such a <br /> decision be made by the new Administrative Assistant either. There <br /> ~as again a lengthy discussion of the functions of the Personnel <br /> Committee and its operating history. Specifically, there was <br /> discussion of keeping of minutes by the Personnel Committee. There <br /> was further discussion concerning the composition of the Personnel <br /> Committee. Mayor Cox stated he felt the City's employees should <br />~have the ability to have some confidentiality with the Personnel <br /> Committee. <br /> <br /> <br />
