Special Council Meeting <br />September 21, 1976 <br />Waste Management <br /> <br /> SPECIAL MEETING <br />PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on September 21, 1976, <br />at Ramsey City Hall, 14100 St. Francis Boulevard N. W., Ramsey, Minnesota 55303 <br />to meet with Waste Management of Wisconsin to discuss the Landfill. <br /> <br />Present: Mayor Cox <br /> Councilman Gorham <br /> Councilman Mickelson <br /> Councilwoman Oliphant <br /> Councilman Reimann <br /> <br />Mayor Cox called the Special meeting to order at 10:25 p.m. <br /> <br />Also Present: Acting Clerk Peddycoart <br /> <br />Mr. Don Otter and Elmer Lauer from Waste Management were present. <br /> <br />Mr. Otter stated they have had several discussions relating to several items at <br />recent meetings with the City of Anoka. This is being brought to Council for airing <br />and other things discussed can be cranked into the agreements. Terms in our letters <br />now stipulate that if these things can be agreed on these documents can be signed <br />consecutively so that there is no misunderstanding for either of the parties involved. <br />He said the things proposed in the letter are a part of the total concept. Every <br />party concerned has valid reasons for concern and so it has gone back and forth. <br />They are concerned and interested in getting the best deals for the City but there <br />is limits to that also. He proceeded to review the proposal. <br /> <br />Mayor Cox expressed concern of contamination of that area of the City. Waste <br />Management replied stalin§he wanted the problem identified. <br /> <br />Mayor Cox said we have identified the problem and have expressed our concern on <br />that point. After five years and the property reverts back to the City are you <br />going to stay in that business? We have no assurance on that point. <br /> <br />Mayor Cox said Anoka is willing to walk away. And, we have worked hard to establish <br />a good working relationship but still have to protect the interest of persons in this <br />Community. If you give us$3~,OO~and walk away from it, it does not do us much good. <br /> <br />Waste Management said they are a large group with Landfills in thirty states in the <br />Country and have a good reputation, we do not walk out on people. <br /> <br />Councilwoman Oliphant spoke on having the monitoring program specifically spelled out. <br /> <br />Mr. Otter replied that they are presently monitoring in accordance with the County <br />requirements. <br /> <br />Councilman Gorham questioned bonding in case something should happen. <br /> <br />Mr. Otter replied that they are bonded for $25,000 with the County now. <br /> <br />Councilman Gorham felt a substantially higher bond would be in order. <br /> <br />Mr. Otter had no objections to bonding the sites within the limits of Ramsey to insure <br />that they are not left with a pile of garba~e~ but rather a finished product. That is not <br />an unreasonable request. <br /> <br /> <br />
