September 21, 1976 <br /> <br />had not been approached at the County Board and that the Highway Department is bound <br />by the agreement and that is what hurt them as staffing people. One concern of his <br />is that this weuld set a presidence. The procedure is that actual cost of land acquisi- <br />tion is picked up by the city or township. He came to the meeting tonight to find out <br />what the Council's thoughts are in this matter. He has not approached the subject with <br />anyone. <br /> <br />Councilwoman Oliphant asked about a time period for paying the bill. <br /> <br />Mr. Redepenny said this can be negotiated. This may be something the Highway Department <br />can handle. <br /> <br />Councilwoman Oliphant said if other communities are paying, she does not think it <br />would be right for Ramsey to cop out. <br /> <br />Mr. Redepenny said if this would have been the only one, he would say that Ramsey <br />would not have to pay, but because it has been done in other towns and cities and <br />they have paid the bill, Linwood and Andover have had similar situations, therefore <br />it would have to be paid by Ramsey. <br /> <br />Mayor Cox disagreed because Ramsey has an entirely different situation which was <br />brought on by the Metro Council, because of trucks using the road to get to the Landfill. <br />He said the City could not keep the road up. He doesn't think the City is trying to <br />cop out on anything. He said he feels ~we are being very mature in our leadership. <br />Mayor Cox said in recognizing the situation and realizing we are getting only 7.4% of <br />the budget and the fact that the County gets more, it is a regional road and therefore, <br />he feels the County has more of an obligation. He sa~d Mr. RedepeDny may disagree, <br />but in responsibility to our citizens and the pressure we get from the Metro Council <br />and the fact the County gets more in tax dollar and the City is not in a position to <br />spend that kind of money, he just does not feel it is right. <br /> <br />Mr. Redepenny agreed that practically all the ones condemned were in direct relation to <br />people who owned the Landfill. He said it may have been in the neighborhood of $20,000 <br />otherwise. <br /> <br />Mayor Cox stated that the road had to be built because of the Landfill, regardless <br />of Ramsey's wishes. He questioned if a letter could be prePared to forward to the <br />County Commissioner in lieu of the fact we are having a problem with this. <br /> <br />Mr. Redepenny has not discussed this with any County Board member. You may have an <br />uphill battle in getting assistance from the County. However, it may be a different <br />situation in view of your concern over the Landfill, increase in costs for right of <br />way, misgivings of people not satisfied with the Landifll being out there. He has no <br />objections to taking it to the County Engineer and talking about it. <br /> <br />Councilman Gorham interjected that if it was not for the Landfill being situated on the <br />road, he would think it is our responsibility to pay. <br /> <br />Mr. Redepenny said that may or may not be a valid point, but you can go to the County <br />Board with it. <br /> <br />Mayor Cox expressed concern about reaching some agreement regarding this matter in <br />view of the fact that a provision will have to be made in the City!s 1977 Budget <br />and the Council should make a commitment as to what we feel we should pay. <br /> <br />Mr. Redepenny is to take this matter to the County Road and Bridge Department. <br /> <br />Motion by Councilman Reimann, seconded by Councilman Mickelson to adjourn. 5 Ayes <br />Meeting adjourned at 7:35 p.m. <br /> <br /> <br />
