sSpecial Meeting/Council
eptember 21, 1976

SPECIAL MEETING
PROCEEDINGS OF THE CITY COUNCIL
CITY OF RAMSEY
COUNTY OF ANOKA
STATE OF MINNESOTA

A Special meeting of the Ramsey City Council was held on Tuesday, September 21, 1976,
at Ramsey City Hall, 14100 St. Francis Boulevard N.W., Ramsey, Minnesota 55303

Present:

Mayor Cox
Councilman Gorham
Councilman Mickelson
Councilwoman Oliphant
Councilman Reimann

Also Present:

Acting Clerk Peddycoart

Mayor Cox called the Special meeting to order at 7:05 p.m. stat~ng the purpose of
the meeting is to meet with Anoka County on the Sunfish Lake Boulevard easement
payments.

Mr. Redepenny from Anoka County Highway Department was present at the meeting.

Pledge of allegiance to the flag was led by Mayor Cox.

Mr. Redepenny stated that Mr. Ruud, who is his supervisor, is unable to attend the
meeting this evening, so he came in his place.

He stated that as he was prepar~ng for tonight's meeting, he came up with $7,970 over
charged on the City's billing. He said if his calculations are right, the amount
should have been $28,393.

He recalled when the County had first approached the City of Ramsey with the agreement.
He said Ramsey had then been given an estimate of $20,000 if his memory served him right.

Discussion regarding the Project ensued.

The total Project amounted to $36,363, but this sum included the road south which was
already a County Road and therefore part of the easements should not have been charged
to the City of Ramsey.

Mr. Redepenny stated he cannot see any reason why the City would want to pay $7970 more
unless there is something he is unaware of. He has not talked to the County engineer
regarding this matter yet.

Mayor Cox stated that at the time the agreement was first presented, the City of Ramsey
had only $27,000 in the Road and Bridge Fund completely.

The Mayor said pressure has been put on the City by other governmental agencies.
He said we need County cooperation and that the City of Ramsey wanted to do whatever
necessary to get this matter in line.

Mayor Cox stated that the City just did not have that kind of money. He asked if
there is any way the City can negotiate this bill in a manner that would not look
like we are stepping out of line. Would it be out of line if we requested the
County Board to look at it or would this jeopardize us from getting other things done?

Mr. Redepenny replied that the Highway Department doesn't have that much to do with
it, but the City could raise the subject to the County Board. He added that the subject
