Special Meeting <br />October 12, 1976 <br />Council <br /> <br /> SPECIAL MEETING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on October 12, 1976, <br />at Ramsey Elementary School, 15000 Nowthen Boulevard N.W., Anoka, MN 55303 <br /> <br />Present: <br /> <br />Absent: <br /> <br />Mayor Cox <br />Councilman Gorham <br />Councilman Mickelson <br />Councilman Reimann <br />Councilwoman Oliphant <br /> <br />Also Present: <br /> <br />Robert Muller, Chairman <br />Ramsey Economic Development <br /> Committee <br />Acting Clerk Peddycoart <br /> <br />The Special meeting was called to order at 6:45 p.m., by Mayor Cox. <br /> <br />Mayor Cox announced that this Special meeting is for the purpose of interviewing <br />prospective candidates for architectural service through Phase I of the new <br />municipal building under the EDA grant. <br /> <br />Cerny and Associates. <br />Mr. Cerny reported on his firm, his qualifications and background and accomplishments. <br /> <br />He reported that his firm has encountered some difficulty and are presently in <br />Chapter 13. They need time to work their way out of it. He said if they went <br />under, the staff would move in with engineers and complete the project since <br />they are now two separate firms. Mr. Gene Nelson, engineer, would be working <br />with his firm. Mr. Nelson is familiar with the project. <br /> <br />Mayor Cox read a letter from Bernie Steffen concerning the grant and information <br />on EDA funding. He asked if they are aware of all that is required under the grant. <br /> <br />Mr. Cerny answered affirmatively, that they worked and negotiated with the Metro <br />Council on transit and facilities in Minneapolis, which includes a lot of this <br />same type of material. <br /> <br />Cerny was unable to quote a cost estimate at this meeting, because of the <br />fluctating market. <br /> <br />Mayor Cox said the city wants to keep the first phase costs as minimal as <br />possible. <br /> <br />Mayor Cox thanked the firm for interviewing with Council. <br />Jack Boarman~ Setter Leach and Lindstrom. <br />Mr. Boatman, previouly with Cerny Associates and architect on the previous municipal <br />center proposal stated he left Cerny on July 15 for personal and professional reasons. <br />He said he made a commitment to work with Dennis Nelson, howeve~if that would not <br />be satisfactory, they do have other engineers. <br /> <br />Mr. Boarman presented sketches, price and told of research he had undertaken on <br />the project since he had been notified of the interview. He said he could sign <br />a statement that he could get the program off the ground in 90 days and he can <br />give a cost estimate. <br /> <br />He said he had done a lot of work on the design before and wanted to see something <br />come of it. <br /> <br /> <br />
