-2-
Regular Council Meeting
October 13, 1976

Councilmembers may obtain registration forms through Jim Stewart.

Mayor Cox read a letter from Revenue Sharing stating we would not receive our
Revenue Sharing. He said this has been checked and found that the reason for
this is that the form had been submitted late and we will be receiving the funds
but they will be one month late.

Letter from Chief Auspos to be taken up during the budget discussion.

Metro Council letter on CAB interceptor. This letter to be forwarded to
Richard Sha for review and comment back to Council.

Old Business.
Mr. Muller said he received three bids from three architect firms in regard
to phase I of the grant for EDA funds to build a new municipal center.

Motion by Councilman Gorham, seconded by Councilman Reimann to hire Setter
Leach and Lindstrom firm for a maximum cost of $1,200 to do architectural
and engineering on the municipal project under the EDA funding providing he
works closely with Bernie Steffen.
Carried 4 Ayes
Oliphant opposed

75-1 Improvement Project Assessment.
Motion by Gorham, seconded by Mickelson that the City does not wish to
assess $4,709.75 plus any legal fees involved in the project to the property
owner and the City will pay for this out of General Funds.
Carried 5 Ayes

Performance Contract, White Pines Estates.
Mayor Cox read a letter of credit from Tom Anderson, developer of White Pines
Estates.
He directed that Attorney Goodrich review and see if there is anything irregular.
Motion by Mickelson, seconded by Gorham to enter into the performance contract
with Mr. Thomas Anderson, White Pines Estates pending the attorney's report on
it.
Carried 5 Ayes
1977 Proposed Budget.
Mr. Mickelson read a budget cover letter and went over each department's
budget.

Councilman Gorham reported that Mr. Auspos, at the budget workshop, had
indicated that the City could go with a full time chief in the department
and two patrolmen. However, since then, he has determined that Ramsey would
get better coverage with three full time patrolmen with a part time chief.
The budget amount will remain the same as first proposed.

Mr. Gorham read the letter from M. Auspos.

Mayor Cox asked for citizen input for comments and guidance.

Mr. Bob Hillstrom asked why the percentage of the mill rate is increased so
much.

Mayor Cox explained that Mr. Hillstrom would have to use the actual levy amount
to figure the mill rate and he would find that the percentage is not that high.

Mayor Cox asked for objections to the budget by audience or by Council. There
was no response.
