Page 7 <br /> <br />C. 10/26/76 <br /> <br />Mayor Cox stated he is an avid supporter of rural environment. <br /> <br />Discussion held. <br /> <br />Designation of 1977 MSA Project <br /> <br />Mr. Mevissen and the city engineer were instructed to establish priorities and <br />rough estimates on construction for the 1977 season. <br />Partial Estimate #2, Project 76-1 <br /> <br />Motion by Gorham, seconded by Mickelson to authorize partial payment for Project 76-1 <br />in the amount of $8968.94. <br /> <br /> Carried 5 AYES <br /> <br />Budget Review <br /> <br />Mayor Cox asked for comments from citizens regarding the proposed Budget for 1977. <br />Mr. Gardner stated he did not know that much about budgets, but, in one year to have <br /> <br />a jump of 5.43 mills, seems like a lot to him. He said there is no way his income <br /> <br />would jump the amount that this budget did. <br />Discussion held. <br />Mrs. Drexler asked who put the budget together. <br /> <br />Mayor Cox answered that the Council had worked on the budget. He also stated that <br />he is not in favor of adopting the budget at this time. If someone can bring in <br />concrete facts, Council will review the budget again. He said the $28,000 under Other <br />Budget Items for Sunfish Lake Boulevard easement acquisitions will be paid for by <br />Waste Management as a result of negotiations. Sunfish Lake Boulevard was taken over <br />by the County and rebuilt rather than under our present road budget, this was a solid <br />act by Council. <br /> <br />Mayor Cox stated he would like to have his opponent submit what he suggests the budget <br />should be. <br /> <br />Mayor Cox said he welcomes good concrete facts and that the budget approval should be <br />deferred until after the election. All comments in regard to the budget should be <br />submitted to City hall. <br /> <br />Wayne Carlson, asked if there is a 70% increase in the mill rate, does the tax go up <br />70% also. <br /> <br />Councilman Gorham explained property evaluation amounts of 1976 and 1977. <br /> <br />Mayor Cox explained the mill rate breakdown between city, county and school district <br />and he added that things have gone up due to inflation. <br /> <br />Kathy Schneider asked how Ramsey's budget compares with the City of Andover. <br /> <br />Mayor Cox replied that there are only three cities lower than Ramsey within the <br /> <br />Metro area. <br /> <br />Councilman Gotham reviewed the budget. <br /> <br /> <br />
