Page 5 <br />Council 11/22/76 <br /> <br />i. Letter from Mrs. Drexler, re: her appointment by ABC newspaper as reporter <br />for the City of Ramsey. Mayor Cox said he agrees with her that it is <br />important that residents be informed of happenings in the City. He emphasized <br />that the person who reports for the newspaper will have to be unbiased and <br />objective. <br /> <br />Councilman Gorham said he hoped that the newspaper would see that it is reported <br />objectively. <br /> <br />Mayor Cox directed staff to respond to Mrs. Drexler regarding this reporting and <br />tell her it is Council consensus that she has not responded in an objective non- <br />bias manner and appears to support certain segments of the community and not <br />the entire community. If she is going to be the reporter for the community, <br />Council expects it to be done in an objective, non-bias manner. <br />k. Bid le~tin~ for squad car. <br />Motion by Gorham, seconded by Reimann to open bids for a new squad car for the <br />police department to be held on December 20, 1976, at 11:00 a.m. <br /> <br /> Carried 4 Ayes <br /> <br />Attorney's Report <br />Attorney Goodrich reported that Mr. Yentsch has been advised by his legal <br />counsel that he should be paid for any easement taken by the City. He therefore <br />is not willing to give the land to the City for a street. <br /> <br />Mayor Cox directed Attorney Goodrich to obtain the market value of the property. <br />Mr. Goodrich also noted that the Platting Ordinance on anything over five acres <br />where petitioners must receive either Council or P & Z permission frequently is <br />questioned as to the legality of the ordinance. He asked if Council would like <br />the opinion of the Attorney General on this matter. <br />Council response was affirmative. <br />Masor & Council Input <br />Mayor Cox discussed a fire call billed to Mr. Sanderson for a fire which was <br />started by other persons on his rural property and which he now must pay. He <br />expressed concern that this type of occurrence is what may force rural land <br />owners to sell their property to developers. He would like Council to look into <br />this and other aspects that may force rural property owners to sell prematurely, <br />establish a citizen committee to look into this and report to Council the findings, <br />incentives to be incorported in the Urban Plan, persons who feel they have unjust <br />claims could come to Council for separate review. No action taken. <br />Bills For Approval. <br />Motion by Gorham, seconded by Mickelson to approve the bills for November 1976, <br />with a total disbursement of $63,373.19. <br /> Carried 4 Ayes <br /> <br />Council directed that Councilwoman Oliphant be contacted regarding her absence <br /> <br /> <br />
