December 9, 1976 <br />Special Meeting - Council (1) <br /> <br />SPECIAL MEETING <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on December 9, 1976, at <br />Ramsey Elementary School, 15000 Nowthen Boulevard, Ramsey, MN 55303 <br />Mayor Cox called the Special meeting to order at 7:45 p.m. The following <br />persons were present: <br /> <br /> COUNCILMEMBERS <br />Mayor Cox <br />Councilman Gorham <br />Councilman Mickelson (until 8:30 p.m.) <br />Councilman Reimann <br /> <br /> P & Z MEMBERS <br />A1Sorteberg <br />Tom Gamec <br />Tom Moorhouse <br />Ken Peterson <br /> <br /> Also Present: <br />Attorney Goodrich <br />Engineer Sha <br />Consultant, Mr. Steffen <br />Administrative Assistant Nereson <br />Deputy Clerk Peddycoart <br /> <br />Pledge of Allegiance to the Flag was led by Mayor Cox. <br /> <br />Adm. Asst. Nereson read a memo he wrote regarding planni.ng projects within the <br />City of Ramsey. <br /> <br />Municipal Consultant, Mr. Steffen gave a brief overview of the comments the <br />Metro Council staff has made toward the Ramsey Urban Plan. <br /> <br />METRO COUNCIL CRITIQUE SAYS: <br /> <br />MR. STEFFENS COMMENTS <br /> <br />a) Urban plan is inconsistent with a) <br /> some Met. Council projections, i.e., <br /> sewer, transportation, population <br /> <br />Ramsey plan not always inconsistent <br />since some circumstances have changed <br />and Ramsey never has agreed with <br />Met. Council population projections, <br />but has no success in getting figures <br />revised. <br /> <br />b) plan assumes construction of Rum b) <br /> River bridge by 1978, which is not <br /> true <br /> <br />that date was never used in the plan, <br />however, even considering the bridge <br />is ten years away now is the time <br />for Ramsey to plan for it. <br /> <br />c) City has assumed too much land area <br /> for the Urban Service District <br /> <br />c) <br /> <br />their figures are not consistent, <br />however, if it is too large simply <br />pull it back. <br /> <br />d) <br /> <br />plan does not deal with development <br />outside of the Urban Service area, <br />Urban Service area should be considered <br />in other locations within the City. <br /> <br />This plan was established in confor- <br />mance with Met. Council policy of <br />Urbanization contiguous with present <br />free standing Urban areas. It is <br />admitted additional planning is needed <br />outside the Urban area. <br /> <br /> <br />
