December 9, 1976 <br />Special Meeting - Council (2) <br /> <br />Important question in the critique is how to restrict house population <br />development growth. They are saying we have not done enough to control <br />density. The plan is not considered good because we are too early in timing <br />on the bridge over the Rum River. The bridge is on the County planning system, <br />but it is ten years away. However, Ramsey should be planning for it now. <br /> <br />Regarding the CAB interceptor. Along Highway 10 there is no plan for it and <br />they do say it should be there and it should be included in the plan. <br /> <br />Mr. Steffen said he felt the fiscal plan is'fairly good, but no reference was <br />made in the critique to that idea. <br /> <br />SYSTEMS STATEMENT <br />Mr. Steffen said the system statement writers say they will adjust the population <br />figures into four basic areas. <br /> <br />Transportation. The only major metro facility recognized is Highway 10. <br />There is no plans for Highway 47 or the Rum River bridge. The statement says <br />transportation has no affect on Ramsey. <br /> <br />Recreational Open Space. The statement says we do not have any regional parks, <br />we told them we did, they said they would go back and put that on. <br /> <br />The time table for completion of the systems statement is three years. <br /> <br />CAB Interceptor (Dick Sha) <br /> <br />This project started two years ago. A public hearing was held one year ago <br />November. The population projection is 14,900 by year 2030. The study is <br />critized for amending sewer to be available to Ramsey by 1979. Prior facility <br />policy plan was scheduled completion by 1981. The facility that would be <br />available then would be at the TEC center. The second connection to the north <br />by Highway 47 will require an amendment to the policy plan. This segment can <br />be installed as soon as the development is there. <br /> <br />There is a question regarding sewered population figures forecast. Ramsey <br />did not change the forecast, the Metro Council did. <br /> <br />CRITICAL RIVERS DESIGNATION (Attorney Goodrich) <br /> <br />The river area in Ramsey is considered to be historical, scientific, unique, etc. <br />An important area. Ramsey is classified as both critical river and scenic river, <br />requiring specific unique zoning regulations for this area. The DNR requires a <br />two acre minimum lot size and certain set backs. Critical Rivers: EQC is working <br />with Metro Council and they are dictating 5 acres. To date this has not been <br />resolved. As of November 23, 1976, Ramsey is under the Critical Rivers Act. This <br />means the EQC has to review all applications for building permits for parcels on <br />the river. ' <br /> <br />The City river corridor plans have to be adopted within six months of October 15, <br />1976. <br /> <br />Mr. Moorhouse queried when the Scenic Rivers Act was enacted. Attorney Goodrich <br />replied MN Statutes were written in 1973 and 1974. <br /> <br />Mayor Cox pointed out that the Critical Rivers area extends into Ramse¥'s <br />Industrial area along Sunfish Lake Boulevard. <br /> <br /> <br />
