December 9, 1976 <br />Special Meeting - Council (3) <br /> <br />Mr. James Martin feels that smaller lots will be allowed when sewer comes and <br />should be developed with that in mind. <br /> <br />Mayor Cox commented on the excessive amount of materials that Council is expected <br />to review and research from the State agencies. He asked if anyone on P & Z <br />has time to read and review all the paperwork regarding this issue. He also <br />made comment on the pressure exerted on the City by the Metro Council and other <br />State agencies. He questioned who has time to resolve the dilema that has to <br />be faced. <br /> <br />Grant funding for comprehensive planning was discussed. <br /> <br />Mayor Cox then made reference to February 10, 1975, minutes and read them. <br />He said based on comments of that meeting, we should not have to work against <br />an agency that we are paying to work with us. The minutes concern a meeting <br />between Council and representatives from Met. Council regarding the comp. <br />planning for Ramsey. <br /> <br />Councilman Mickelson inquired if the critique is a total staff recommendation <br />or just the writer. Answer is, that she had input from other Metro Council' <br />members in the writing of the critique. <br /> <br />Councilman Gorham made comment on the difference between the critique comments <br />and the systems statement. <br /> <br />Mr. Sha said he addressed cost and advantages of locating in the southeast <br />corner of the City and Peggy Reichert, writer of the critique, is saying that <br />disadvantages should also have been considered for locating it elsewhere. <br /> <br />This problem is not resolved yet. Regarding the Urban Planning area the question <br />is how to control development where you want it or don't want it. <br /> <br />Councilman Gorham asked if these questions are answered concerning the transition <br />and rural area then what, will the plan be adopted? <br /> <br />Mr. Sha indicated affirmatively. <br /> <br />Mr. Sha indicated that population projection is and always will be a serious <br />problem. The important thing on the sewer project is the capacity at the outlet. <br /> <br />Mayor Cox stated that if the Met. Council feels the Urban Area should be in the <br />center of the City, then they should pay for the interceptor. <br />He said he is not encouraging sewer in that area, but based on their comments, <br />that is his attitude. <br /> <br />Mr. Art Rautio said that the Met, Council is looking for direction from the City. <br />Council should tell them what they want in the community and show them their <br />strength down there. <br /> <br />Mayor Cox said that Mr. Rautio should be aware that Ramsey is strong on its attitudes. <br /> <br />Mayor Cox said if we intend to keep development in the southeast corner we are <br />going to have to impose advantages and disadvantages in the outer areas. The <br />question is, are we at the point of being Urban or Rural. How much open area <br />do we have to be developed. Do we let it be developed or do we put the skids <br />on it. We don't have that much good agricultural land, and many things that <br />lend to the rural atmosphere have already been taken away. <br /> <br />Mr. Martin asked if a special census has been considered. <br /> <br /> <br />
