12/27/76 Council <br />Page 2 <br /> <br />eo <br /> <br />fo <br /> <br />Mr. Nereson reported that Tuesday, 12/28/76, at 1:30 p.m., Mr. Steffen, <br />Mr. Sha and he will meet with Jim Barton, Sandy Dean, and Peggy Reichert <br />of the Metro Council. This is an initial meeting on the criteria in the <br />report. <br /> <br />letter from Wayne Sames, reporting that EQC Board will meet on 1/7/77~ <br />Mr. Nereson and Mr. Goodrich plan to attend to go on record that the <br />City of Ramsey prefers to adopt DNR regulations of two acre minimum <br />lot size on the river. <br /> <br />Mayor Cox expressed his concern on the affect these regulations will <br />have on the Industrial Park area in Ramsey. He asked that Mr. Goodrich <br />and Mr. Nereson relate this concern to the Board. <br /> <br />Attorney Goodrich said one person bought a single lot in Bower's <br />Mississippi Acres. It is less than three acres and he is going <br />to have a difficult time to build on that lot, so in effect they <br />will have taken the lot away from him. Mr. Goodrich questioned <br />whether they could legally do this. He said what should occur is <br />to have a variance procedure. Planning & Zoning would review, <br />then Council, and if there is a genuine hardship, the Council <br />could recommend a variance be granted. <br /> <br />Mayor Cox stated that we have to administer their variance regulations now <br />and this should also be made clear to them at the meeting on the 7th. <br /> <br />Attorney Goodrich reported that another person, Dennis Porter, dug a <br />basement to get away from the regulation and he doesn't intend to build <br />his home right away. He questioned how long Mr. Porter has before he <br />has to build. <br /> <br />Council replied that the time limit is 120 days. <br /> <br />on December 22nd the City received a call from Congressman Oberstar's <br />office in notification that Ramsey has received the grant for construction <br />of a new municipal facility. <br /> <br />letter from Congressman Oberstar's office listing the projects that have <br />been approved in the State under the Local Public Works Program. <br /> <br />Mayor Cox requested a letter be sent to Mr. Oberstar, Mr. Humphrey, Mr. <br />Jerich and Mr. Steffen to thank them for their efforts in obtaining the <br />grant. <br /> <br />Councilman Gorham stated that all Councilmembers would like to sign the <br />letters to show each and every member really appreciates what these persons <br />have done. <br /> <br />Councilman Gorham commended Mr. Nereson also for showing the initiative <br />he did in getting right on top of the grant project when he began employ- <br />ment with the City of Ramsey. <br /> <br />Mayor Cox said he heard several citizens, at election time, make the <br />comment that the site is not big enough~ He said he is comfortable with <br />the site now. It will be a substantial facility and as long as the maintenance <br />department will not be in the area, he doesn't really see a need for more land. <br />He asked how Councilmembers felt about purchasing additional acreage. <br /> <br /> <br />
