12/27/76 Council <br />Page 6 <br /> <br />Councilman Reimann said the intent of the motion was to insure the payment of <br />the park fee,which now has been satisfied and as long as we are holding the bond, <br />we can issue building permits. <br /> <br />Councilman Gorham said the only requirement after the final plat approval and <br />filing of a performance bond is that the building inspector has to be able <br />to travel on the road. <br /> <br />Council informed Mr. Nereson that it is okay to go ahead and issue building <br />permits in Windsorwood. <br /> <br />Attorney Goodrich's Report <br /> <br />Attorney Goodrich said Council might wish to establish a procedure that no ordinance <br />shall be passed the first time it is presented to the Council to give the public a <br />chance to have input if so desired. <br /> <br />Ordinance 76-5 deferred until January lOth meeting. <br /> <br />Attorney Goodrich reported that he wrote to Councilwoman Oliphant regarding her <br />absences from Council meetings. Her response indicated that the other members <br />had been absent and missing three meetings in November did not make her negligent. <br /> <br />Attorney Goodrich said he thought Council wanted to find a reason for her absences <br />and her letter did not indicate that. Council could therefore charge her $5 for <br />each absence after the first one. <br /> <br />Councilman Gorham requested that either Mr. Nereson or Attorney Goodrich contact <br />her and ask her if she expects to be paid for November or December and ask that <br />she submit a letter in answer. <br /> <br />Attorney Goodrich asked for authorization for he and Mr. Nereson to attend the <br />January 10, 1977, meeting regarding Critical Rivers. <br />Council consensus is that they should attend. <br /> <br />Attorney Goodrich reported on 153rd West - 3 people left to be paid; on 153rd East <br />3 people have been written, only one responded. They want a formal appraisal and <br />he will rewrite the other two parties. <br /> <br />Mayor Cox indicated that Attorney Goodrich should inform them they are being unreasonable. <br /> <br />Van Odegaard kennel situation. A criminal complaint has been served. The Odegaards <br />pleaded not guilty. There will be a pretrial in January and a trial in February. <br /> <br />Assistant Administrator Nereson's Report <br /> <br />Mr. Nereson said a public hearing on McGregor's liquor establishment is set for January <br />3, 1977, 7:00 p.m., Planning & Zoning Commission meeting; and another for January 10, <br />1977, at 7:00 p.m., Council meeting. <br /> <br />Applications have been received for heavy equipment operator and steno. Recommendations <br />will be coming to Council after staff review. <br /> <br />An additional insured certificate for the sliding area at the Landfill has been received <br />and it will be forwarded to the City of Anoka. <br /> <br />Bills for Approval <br /> <br />Motion by Reimann, seconded by Gorham to approve the bills for December at a total of <br />-~:~'~r[~3.80.
