PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on <br />December 8, 1975, at Ramsey Elementary School, 15000 Nowthen <br />Boulevard, Ramsey, MN 55303. The meeting was called to <br />order by Mayor Cox at 7:35 p.m. Present Councilpersons were <br />Mr. Reimann, Mr. Mickelson, Mr. Gorham and Mrs. Oliphant. <br />Also present, City Administrator Walker and Attorney Goodrich. <br /> <br />Pledge of allegiance to the flag was lead by Mayor Cox. <br /> <br />Approval ~f Agenda. Motion by Cox to accept the agenda of <br />the DecemberS~ 19~5, Council Meeting with the addition under <br />his report of a comment on the new squad car for the CitM <br />and the Personnel Committee to meet with the staff. <br /> Carried 5 to 0 <br /> <br />Citiz~n'_~ Co.~n~n_§n~t~ - No response. <br /> <br />Minutes of November 2~h~ Counci% Meeting.. Motion by Mickelson <br />seconded by Reimann to approve the minutes of Ithe November 2&th <br />meeting with the following corrections. Page l, Approval of <br />Agenda, the Motion was made by Reimann. Page 3, Resolution <br />on tax levy, the Motion was made by Mickelson instead of Cox. <br /> Carried 5 to 0 <br /> <br />~e~o_FD ~r¢~ QQBD~Y ~ealth Department. Commissioner Ed Fields <br />was in attendance. He introduced Mr. Byron Laher and Mro Lee <br />Par of the County Health Department. Commissioner Fields <br />reported that a mandate by the Legislature necessitates a <br />survey be made of Anoka County to gather information on the <br />needs of residents in the area of human services, for instance <br />alcohol problems and drug abuse. <br /> <br />Mr. Laher stated that basically the survey includes each <br />of the six human service needs of communities. He added <br />that it is required by State Statutes that the County <br />operate a department of public welfare. He said there are <br />four questions which need Council input and answers. <br />1. What are the human service needs of residents, 2. Whose <br />responsibility it is to respond to these needs, 5. What <br />agencies, organizations, or individuals are presently responding <br />to these needs, and ~. What agencies, organizations or indivi- <br />duals could be better able to respond to these needs, given <br />additional funding, technical assistance, etc. <br /> <br />Mr. Laher stated the County is asking the United Way Agency <br />to provide more assistance in the needs of communities. <br /> <br /> <br />
