Page 2
December 8, 1975

Councilwoman Oliphant asked what types of procedures are
recommended for determining needs in the community. And,
what type of involvement there is with learning disability
programs.

Mr. Laher replied that determinations can be obtained from
the Metro Council in terms of populatio~ looking ahead as to
what affect inflationary trends have on the population
specifically on poverty families. The learning disability
involvement will be handled through contacting each of the
school districts this January and seeking some feedback
from them on this program.

Councilman Reimann asked what facilities are available for
elderly persons.

Mr. Laher replied the County operates four senior citizen
facilities. 1. Transportation project, which provides
transportation for over 200 senior citizens for shopping~
doctoring, or wherever they have a need. 2. Volunteers
working with senior citizens helping them with all kinds
of minor repairs such as changing storm and screen windows,
leaking faucets, etc. 3. The County nursing department
has home help aides, 21 paraprofessional nurses to care for
shut-ins or those persons who may be released from the
hospital earlier than normal to save in hospital costs.
4. Health information centers, one in Fridley and one in
St. Francis for two days a month, four hours a day providing
basic services like blood pressure checks, etc. There are
two nurses and one or two aides at these centers caring
for on the average of 25 persons a day. Senior citizen
contacts are made through senior citizen groups and newspapers
or seniors can call the court house for any information.

Mayor Cox directed Administrator Walker to contact each
Councilperson individually to gather data and also to
obtain from the County information on other communities
surveys.

Mr. Laher said the grant application deadline for funding from
the United Way is March 1, 1976. The County would like a
response from Council by the first of February even if it is
in the preliminary stage.

PetitioNs, R~prQrDs, and.Q_9_m!n_~ni~aDiQ.nD_.
