He <br />has a prospective purchaser for Lot l, Block l, to be used for a <br />wood shavings factory. <br /> <br />The Park Fund dedication was discussed. Mayor Cox directed <br />Administrator Walker to schedule a meeting between the <br />Planning & Zoning Commission and other landowners who would <br />be involved to get a commitment on dedicating land that could <br />be used for a county road prior to the final plat is presented <br />to Council. <br /> <br />Motion by Oliphant to approve the preliminary plat of Gateway <br />North waiving the blacktop requirement until such time that 50% <br />of the acreage is developed. Motion died for lack of a second. <br /> <br />Motion by Nickelson to approve the preliminary plat for Gateway <br />North waiving blacktopping requirement for the streets until <br />50% of the acreage is developed and at the time the final plat <br />is presented for Council action, arrangements are to be worked <br />out whether there will be a land or cash dedication for the park <br />fund. Seconded by Reimann. Carried 5 to O. <br /> <br />Mr. Don Greenberg stated his position for the record on the <br />cemetary trees bordering his plat and that is that they be <br />cut down level with the ground because of the instrumental type <br />of flight pattern and the type of aircraft landing at the airport <br />and suggested instead that shrubbery be planted in place of the <br />tall trees. <br /> <br />Report by the Department of Natural Resources -- briefing on <br />the State Wild and Scenic River Program by Mr. Dale Homegh. He <br />reported the Department of Natural Resources is authorized to <br />conduct a study of rivers considered to be outstanding in the <br />State. Last fall the study included the Mississippi River from <br />St. Cloud to Anoka. He presented copies of the proposed Manage- <br />ment Plan. The plan includes preserving the River through local <br />zoning ordinances, acquisition of scenic easements, buying develop- <br />ment rights for properties, reimbursing cities for not developing <br />property in this area any further than it is now, buying land <br />outright for recreation purposes mostly from private parties. <br />There will be two public meetings for the people in this area. <br />One at Fred Moore Junior High in Anoka on December ~, 1975 at 7 p..m., <br />and one at Elk River Junior High in Elk River on December 5, 1975 <br />at 7 p.m. The middle of December will be the end of the meetings <br />and all communities will be incorporated into an addendum and any <br />changes the Department of Natural Resources feel should be made <br />will be made. Two or three months before adoption of the plan a <br />public hearing will be held in the County seat of each area. <br /> <br />There are three classifications: Wild, Scenic, Recreation. From <br />St. Cloud to Clearwater, Scenic; from Clearwater to Anoka, Recre- <br />ational providing a minimum number of sites along the River for <br />recreational purposes. The affect this will have on the City will <br />pertain to municipal zoning regulations. The Municipal Shoreline <br />zoning ordinance is forthcoming from the Dept. of Natural Resources <br /> <br /> <br />
