CITY OF RAMSEY - REGULAR COUNCIL MEETING - SEPTEMBER 22, 1975 <br /> <br />7:30 p.m. Meeting was called to order by Mayor Cox. Present <br />Councilpersons were Mr. Reimann, Mr. Mickelson, Mr. Gotham, <br />Mrs. Oliphant, and Mayor Cox. Also present were Clerk/Treasurer <br />Mr. Walker, Attorney Mr. Goodrich, and Engineer Mr. Raatikka. <br /> <br />Pledge of allegiance to the flag was lead by Mayor Cox. <br /> <br />Approval of Agenda: Two changes in t~e agenda were made; number <br />'one to ad~--the aPProval of the agenda, number two to add the <br />approval of the previous minutes to the agenda. Motion by Gotham <br />seconded by Mickelson to approve the agenda. Carried 5 to Oo <br /> <br />August 25th Minutes: Correction to the minutes in the last para- <br />graph; ~'~-g-~bte should read "carried ~ to 0." Councilman Mickelson <br />had left the meeting early. A discussion was held on the summer <br />recreation program which had no bearing on the minutes of August <br />25th. Motion by Mickelson, seconded by Oliphant to approve the <br />August 25th minutes with the correction. Carried 5 to O. <br /> <br />S_~tember 8th Minutes: Motion by Oliphant that the minutes be <br />taken o~ the tape verbatim. Motion died for lack of a second. <br />Motion by Oliphant to correct the Citizen Input portion of the <br />September 8th meeting to read "there was a general discussion <br />of discord between the Ramsey City Council and some of the citizens <br />present at the meeting." Seconded by Gorham. Carried 5 to O. <br />Motion by Oliphant, seconded by Gorham to approve the minutes of <br />the Sept. 8th meeting with the correction - discussion to change <br />local funds to Metro Waste Control funds in the Engineer's report <br />on the CAB. This was determined to be what the Engineer meant. <br />Motion by Cox, seconded by Mickelson to amend the original motion <br />to reflect that the minutes should include that a discussion was <br />held on a 5 member Citizen Committee to be formed to research areas <br />related to a new municipal building as soon as possible, and be <br />assigned specific questions relating to basic design, financing <br />and public information activities necessary to carry out the total <br />project. Amendment carried 5 to O. Original motion to approve the <br />minutes with corrections. Carried 5 to O. <br /> <br />Citizen I~: A general discussion was held between various <br />citiWehs and the Council as to the merits of the taping of meetings <br />and whether or not the tapes would be public records. No Council <br />action was taken. <br /> <br />Wild River Estates Plat: Motion by Mickelson, seconded by Oliphant <br />to ~e~-y a request by--~. Campion for an extension of six months on <br />the Wild River Estates plat to be denied after the present extension <br />becomes invalid on the 2~th day of September. Carried 5 to 0. <br /> <br />Newsletter Format and Content: Councilwoman Oliphant asked some <br />quest'ions pertaining to 'the Standards established for the newsletter: <br />Who sets the format for the newsletter? Who wrote the article on <br />sewer projection? Who made it a Council statement? Who writes the <br />newsletter and puts it together? Council people should be able to <br />write in the newsletter on an equal time basis. Standards should <br />be set. Mayor Cox stated that he was responsible for the article <br />and felt that it was very informative to the public and timely. <br /> <br /> <br />
