-2- <br />C. 9/22/75 <br /> <br />Mayor Cox requested the Council to move on to the next item on <br />the agenda. Motion by Oliphant to appeal the Mayor's request <br />to move to the next item on the agenda. Motion died for lack of <br />a second. <br /> <br />Review of Ci__~ Insurance Policies: Clerk/Treasurer Walker informed <br />the' ~Ouh-giT-~]~at the insurance Policies were due for renewal and <br />that he would review the policies with the agendies involved and <br />bring our policies up to date. <br /> <br />Correspondence and Notices: Clerk/Treasurer Walker read a letter <br />I'r'om t~'e' OI~'ice--~t~ the' S'e'cretary of the Treasury informing the <br />Mayor and Council that the City of Ramsey has become eligible for <br />revenue sharing during entitlement period 6 (July 1, 1975 - <br />June 30, 1976)?-Was read and noted. A letter from Mr. Robert M. <br />Hutchinson, Director, Environmental Services, pertaining to <br />regulations on well driller licensing was read and noted. All <br />correspondence is on file in the Clerk's office. <br /> <br />Old Business: <br /> <br />Status of the City Audit: Clerk/Treasurer Walker informed the <br />Co~nc'il--~h~-~-th-~u~s would have the audit finished and a <br />copy for each Councilperson by Friday, the 26th of September. <br /> <br />Status of the duplicator: No report. Mr. Walker will have a <br />reco'n~en---gatl~-~n''b'y the 1st meeting in October. <br /> <br />Status of land fill: Clerk/Treasurer Walker gave the City Engineer <br />'t'he dates on ~h-g monitoring of the ground water at the land fill. <br /> <br />New Business: <br /> <br />Ordinance No. 13: Motion by Councilman Gorham second by Council- <br />woman 'O'l'~'ph-~t--~o pass Ordinance #13. An ordinance combining the <br />offices of City Clerk and City Treasurer. Council carried 5 to O. <br />The Ordinance is on file in the Clerk's Office. <br /> <br />Ordinance No. 14: Motion by Mickelson second by Gorham to pass <br />Ordinance NB-[. ~-g; an ordinance amending Ordinance No. 75-6, Section 3, <br />Minutes, Subdivision No. l, by deleting the following sentence: <br />All Council meetings shall be tape recorded, and the recorded tapes <br />of each meeting shall be retained in the Clerk's office for public <br />reviewal for a period of one (1) year from the date of meeting. <br />Discussion: Councilwoman Oliphant made the following statement: <br />that she could not support the Ordinance and that it was a real <br />step backwards by the Council for the City of Ramsey and the Demo- <br />cratic process. That written minutes are just a summary of a meeting <br />and not a substantial record as are tapes. That tapes are the only <br />recourse that the Citizens have to rectify or see what actually <br />happens at Council meetings. That there is no hope for our Govern- <br />ment if the meetings aren't taped. Councilwoman Oliphant recommended <br />to the Council that they vote down this Ordinance. Mayor Cox <br />indicated that the tapes haven't been used the way that they should <br />be. Councilman Gorham stated that the privilege of reviewing the <br />tapes had b~en abused. <br />Upon Council vote the Ordinance passed 4 to i with Councilwoman <br />Oliphant voting no. <br /> <br /> <br />
