SPECIAL MEETING OF CITY OF RAMSEY COUNCIL
August 20, 1975

The meeting was called to order at 7:~0 p.m. by Mayor Cox. Present
were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oliphant.

Mr. Cox welcomed Mr. Robert Casper and said the Council would give
'him all the assistance possible in his job as building inspector
and assessor.

Decision on Surve¥inE Proposed Municipal Land; Mr. Reimann read
the letter from Consulting Engineers Diversified, Inc. on the
cost for surveying the proposed municipal land. Mr. Gorhammoved
we authorize Consulting Engineers Diversified, Inc. to do the-~-
veying on the certain municipal land for a price not to exceed
$500 and that notice be given back to the City of Ramsey by Aug.
23, 1975 as to whether this price can be met. Seconded by Mr. Rei-
mann. Motion carried unanimously.

Discussion on Community School: Mr. Gotham thinks we would be better
off to hire our own program director with a CETA person. Mrs. Oli-
phant thinks it would be appropriate for the Park Board to prepare
a proposal as far as budget and what they would propose. Mr. Rei-
mann said he would like to hold off making a decision until we have
an administrative assistant here to see what he would have to offer
because he is familiar with a community type activity program where
he worked before. Mr. Mickelson thinks as Gary Gorham that whatever
we start we should stay with and therefore we may not be talking
more money but going on our own program rather than going with the
School District. Mr. Cox discussed the various programs proposals
he had received on the school community program this spring. All
the proposals had a wide variance in cost. He thinks we should
consider this program very carefully. He said he didn't feel we
had a good attendance for the summer program when you consider the
enrollment in the daily school and the fact that all the children
in Ramsey do not attend the Ramsey Elementary School. He feels we
should look around for a good solid prospect to direct this program.

Bob Cushman: He said he heard we had participation at the Wilson
School. Mr. Cox said this was true.

Cushman: On the park program, who would be responsible?

Gorham: Our administrative assistant has knowledge in directing
a recreational program to develop some of our parks.

Cushman: How does Anoka run their program?

Gorham: Anoka City program came long before the school program.
In February they hired a director for such a program.

Mickelson: In the metro areas they have their own recreational
department run thru their park department. We could have 4 or 5
parks with recreational programs here while with the Community
