CITY OF RAMSEY SPECIAL COUNCIL MEETING <br /> July 31, 1975 <br /> <br />The meeting was called to order at 7 p.m. by Mayor CoX. Present were <br />Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oliphant. <br /> <br />In the absence of a written agenda, the Council agreed informally <br />to the following agenda items: <br /> <br />2. <br />3. <br />4. <br /> <br /> 5 <br /> 6 <br /> 7 <br /> 8 <br /> 9 <br />10 <br /> <br />Windsorwood plat bond <br />Carson - Holm rezoning <br />Industrial Park centerline study <br />Interviews of Administrative Assistant and Assessor/Building <br />Inspector candidates <br />Discussion of policy relating to Council Meeting tape reproduction <br />Extension of LGCS contract <br />Consideration of planning consultant interviews <br />Discussion of CETA plan <br />Flood insurance report <br />153rd Highway Project - right of way acquisition. <br /> <br />Windsorwood Plat: <br /> <br />City Engineer Richard L. Sha in a letter to the Mayor dated July 30, <br />1975 indicated that a bond requirement of $10,500 as a performance <br />bond to cover the cost of seeding and graveling had not been submitted <br />and that in addition the developer owes $1,800 in park fees in lieu of <br />park dedication. Mr. Russell Burnison requested that the Council <br />authorize issuance of a building permit without requiring the performance <br />bond and park payment. Often Fricke, City Engineer, indicated that the <br />plat owner, Mr. VanderPol, had indicated that he was applying for the <br />bond and that it should be available within a week. No action was <br />taken on the request for building permit issuance. Mr. Burnison was <br />told that Council action wOuld not be required if the developer made <br />the necessary arrangements for bonds and payment of fees. <br /> <br />Carson - Holm Rezoning: <br /> <br />Mr. Carson described the proposed sketch plan and zoning changes <br />anticipated in relation to that plan. The sketch plan as presented <br />conforms to Planning Commission recommendation and the Planning & Zoning <br />Commission has recommended Council approval of the sketch plan as <br />presented. The Planning Commission also recommends rezoning pursuant <br />to the plan as a basis for implementing the plan. City Engineer Often <br />Fricke indicated that he had reviewed the rezoning question with the <br />City Attorney and that the City Attorney had advised that there was a <br />legal requirement to publish new notice and to hold a hearing because <br />the type of residential zoning currently requested is different than <br />the residential zoning proposed in the original publication. Mr. <br />Carson disagreed with the legal opinion rendered and further indicated <br />that all owners within the requisite area agreed with the proposed <br />residential uses except two owners.
